POSITION SUMMARY The Home Improvement Specialist performs comprehensive Housing Inspections for first-time homebuyers and all housing rehabilitation programs. This role involves preparing detailed cost estimates and work specifications based on initial inspections. The specialist will also oversee home rehabilitation activities, ensuring quality control and compliance with established standards throughout the rehabilitation process. Essential duties include construction monitoring, project oversight, and coordination with contractors to ensure timely and efficient completion of all home improvement projects.
The salary range for this position is $27-$28 hourly at 32 hours a week.
ESSENTIAL RESPONSIBILITIES
Conduct Housing Quality Inspections for first-time homebuyers and housing rehabilitation programs.
Prepare detailed cost estimates and work specifications based on initial inspections.
Oversee and monitor construction activities to ensure quality and compliance with established standards.
Coordinate with contractors and other stakeholders to facilitate the timely and efficient completion of housing improvement projects.
Perform regular site visits to assess progress and address any issues or concerns.
Ensure adherence to safety regulations and building codes throughout the rehabilitation process.
Maintain accurate and up-to-date records of inspections, estimates, and project progress.
Facilitate communication between homeowners, contractors, and other relevant parties to ensure all project requirements and expectations are clearly understood and met.
Conduct follow‑up inspections to verify the completion and quality of rehabilitation work, addressing any deficiencies or issues.
Prepare and present detailed reports on project status, including progress, costs, and any arising challenges or changes.
Participate in training and professional development opportunities to stay current with industry standards and best practices.
HEALTH, SAFETY, & COMPLIANCE
Provide leadership and positive direction necessary for maintaining a safe work environment and holding all subordinates accountable for safety.
Actively participate in and support employee participation in health and safety practices and accident prevention.
Maintain a work environment in a clean, organized, and safe manner. Conduct daily inspections of work areas to look for unsafe conditions.
Ensure all accidents are reported to supervisors and Human Resources, thoroughly investigated, and properly documented. Investigate near‑miss incidents to determine root causes to promote accident prevention.
Ensure all staff are properly trained on emergency response procedures. Maintain practices to ensure Health and Safety compliance.
Use all required safety devices and personal protective equipment. Train staff on all safe operating procedures and on the use of personal protective equipment.

Demonstrate positive work attitudes and habits. Act as a role model for vocational success for individuals.
Maintain a clean and neat appearance consistent with agency standards and act as a role model.
Attend all required meetings and training.
Participate in training programs for professional growth as scheduled and approved.
Responsible for understanding and adhering to RUPCO Inc.’s applicable program rules, regulations, and policies. Keep abreast of any changes or modifications to policies or regulations. Ensure that all staff are knowledgeable of applicable regulations, laws, and policies.
Perform other duties as assigned.
REQUIRED QUALIFICATIONS Education
Must have a High School diploma or equivalent.
Experience
5 years’ experience is preferred.
Skills
General construction and repair knowledge, construction experience, and cost estimation skills are essential.
Computer proficiency and database experience in Excel, Word important. Ability to learn other technology if required.
Ability to solve problems independently.
