General Definition of Work
The Executive Director of Student Planning & Outreach, under minimal supervision, performs senior-level work with extensive decision-making discretion providing strategic direction and oversight for districtwide long-range planning, boundary development, demographic analysis, and community engagement initiatives to increase student enrollment. Position leads the design and implementation of a comprehensive, data-driven enrollment and community outreach strategy that supports district goals, aligns student assignment with facility needs, and strengthens relationships with families, municipalities, and community partners. Employee performs advanced and supervisory work to carry out Board of Education policies under the direction of the Associate Superintendent of Student Programs, Planning & Placement.

Essential Functions
Adhere to all state, federal, and local laws, policies, and procedures
Lead, manage, supervise, and evaluate assigned programs/staff in the district
Oversee preparation of districtwide recommendations for student assignment boundaries, continuation patterns, school relief strategies, and capital needs prioritization
Direct the development of both short- and long-term enrollment strategies to attract, retain, and support students across all schools
Provide executive oversight of enrollment projections, forecasting models, and demographic analyses to ensure accuracy and alignment with district priorities
Oversee all data analytics related to enrollment trends, demographic shifts, capacity utilization, and marketing effectiveness
Lead a comprehensive community outreach strategy that promotes transparency, engagement, student retention, and public trust
Represent the district in high-level meetings, public forums, and intergovernmental discussions on planning, enrollment, and district growth
Ensure timely, accurate responses to information requests from staff, municipal agencies, community organizations, and families
Promote transparent, accessible communication that enhances school choice awareness and informs the public
Provide leadership for districtwide marketing strategies supporting student enrollment, retention, and community outreach
Collaborate with the Communications Department to guide marketing collateral, digital content, website enhancements, social media efforts, and promotional campaigns
Oversee integrated, multi-channel marketing campaigns that effectively communicate the district’s value proposition
Ensure departmental processes, tools, and decision-making frameworks support effective, transparent boundary and enrollment strategy work
Oversee the development of reports, documentation, presentations, and updates
Direct market research, competitive analyses, and demographic studies to identify districtwide opportunities and challenges
Ensure evaluation systems are in place to measure program performance, improve operations, and support adoption of new processes
Facilitate leadership meetings, cross-departmental collaboration, and professional development opportunities for staff
Monitor and participate in the development and administration of the department budget
Create an inclusive environment with positive communication/public relations
Perform related work as assigned or required
Knowledge, Skills, Abilities
Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and student enrollment and planning
Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system student enrollment and planning
Thorough knowledge of county and school board policies, procedures, and standards regarding student enrollment
Knowledge of digital marketing tools and platforms including social media, email marketing, SEO, and SEM
Knowledge of the theory, principles, and techniques of the planning profession and development process including demography
Knowledge of the methods and techniques of research and analysis
Ability to use ESRI GIS Mapping software and related tools
Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
Ability to learn and use specialized tools, equipment or software related to business needs
Ability to develop and monitor a budget
Ability to direct and evaluate the work of others
Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
Ability to reason, make judgments, and maintain effective working relationships
Ability to communicate effectively, both verbally and in writing
Ability to establish and maintain positive relationships; work collaboratively within and across departments, external agencies, and the public
Ability to problem-solve utilizing sound judgment

Ability to develop related charts, graphs, reports, and records pertaining to school planning and strategy
