SALARY RANGE:

$184,171 - $217,383

This position is eligible for teleworking, which is currently two days per week. New hires are eligible to apply 30 days after their effective hire date.

About Us :

The MTA transportation network has a very large system and infrastructure for financial, business, automated train, transportation, power, and physical security. The MTA IT Department is centrally responsible for providing a full range of Information and Operational Technology services to the MTA agencies and administrative units through its operating and support units. These services are provided on a 24/7/365 basis in support of the MTA organization and its ridership.

The Enterprise Strategy & Architecture (ESA) team, part of the MTA IT Department, is responsible for guiding and aligning technology strategies across the organization. The team drives innovation and operational efficiency, ensuring IT initiatives support individual agency business requirements while advancing the forward-looking objectives of the MTA enterprise. ESA comprises multiple domains, including Enterprise Architecture, Cloud & Platform, Data & AI, Application, and Network Architecture, all working together to deliver integrated and effective technology solutions.

Summary: As part of the Enterprise Strategy & Architecture (ESA) team, you’ll help shape the future of New York’s transit infrastructure. The Senior Director in the Enterprise Strategy & Architecture role will drive strategic network modernization and architectural governance.

The Senior Director will lead the strategic vision and execution of the IT network and OT infrastructure across all MTA agencies, reporting to the Deputy Chief Technology Officer (DCTO) of Enterprise Strategy and Architecture. This role encompasses three core areas:

End-to-End Network Architecture & Resilience – Overseeing the design, integration, and sustainment of secure, scalable, and resilient Enterprise and Operations Technology (OT) networks, including a multi-layered infrastructure supporting over 10,000 devices across stations, tunnels, control centers, and field assets. This includes critical systems such as SCADA, PLCs, CBTC, ATS-A, and fare collection (OMNY), ensuring continuous connectivity and operational reliability.

Operational Technology Enablement – Driving the architecture and support of mission-critical Operations Technology (OT) environments, including command centers and control systems. The role ensures robust routing, monitoring, and visibility of services that underpin incident response, workforce coordination, and service planning across the transit ecosystem.

Strategic Modernization & Governance – Leading modernization initiatives such as NOC operations, network modernization, hybrid WAN/SD-WAN deployments, IoT integration, and low-code platform adoption. The role also defines architectural policies, reference models, and investment strategies to align cross-agency network operations with MTA’s broader digital transformation goals.

Responsibilities: Enterprise Network Strategy & Architecture

Define and evolve the strategic vision for IT and OT network architecture across transit systems, including SCADA, PLCs, CBTC, ATS-A, and master tower systems.

Develop reference architectures and modernization roadmaps for MPLS signaling networks, WAN/LAN, SD-WAN, LTE/Wi-Fi, PBX, and fiber infrastructure.

Guide integration of cloud and hybrid networking solutions (AWS, Azure, GCP) and design scalable architectures for fare collection systems and station connectivity.

Formalize technology decisions through strategic evaluations and ensure alignment with enterprise network standards.

Establish architectural standards and governance frameworks that enable secure, interoperable IT/OT network designs.

Align OT network architecture with physical security systems and inter-agency safety protocols.

Lead architecture review boards and contribute to enterprise governance and PMO frameworks for strategic planning and policy development.

Drive standardization of network tools and platforms across agencies.

Collaborate with cross-functional teams (e.g., RCC, Signals, E&E, Hydraulics) to align network architecture with operational requirements and modernization efforts.

Define and govern the enterprise architecture for video surveillance and evidence retention across agencies—establish standards, security patterns, integration requirements, and capacity/retention models.

Cybersecurity & Risk Architecture

Define cybersecurity architecture for IT and OT networks, incorporating zero-trust principles, segmentation, and secure remote access.

Ensure compliance with regulatory frameworks (NIST, CIS, IEC 62443, NERC CIP) and advise on privacy and legal standards.

Provide strategic oversight for incident response frameworks and post-event analysis for outages and security events.

Performance, Resilience & Continuity Planning

Establish enterprise standards for network monitoring and telemetry platforms to enable real-time visibility and predictive analytics.

Define architectural patterns for IoT and edge computing to support diagnostics, telemetry, and remote asset control.

Develop capacity planning models, high-availability strategies, and disaster recovery frameworks for mission-critical systems.

Set KPIs and leverage data-driven insights to optimize network performance and resilience.

Provide architectural input into capital planning, RFP development, and vendor selection for major network initiatives.

Align network investments with sustainability goals and long-term infrastructure strategies.

Review budgets, timelines, and program plans to ensure alignment with enterprise architecture objectives.

Lead the Network Center of Excellence (CoE) to drive modernization and enterprise-wide adoption of architectural standards.

Develop succession plans and talent pipelines to sustain network architecture expertise.

Champion architectural standards through documentation, training, and stakeholder engagement.

Evaluate emerging technologies and pilot innovative solutions within governance frameworks.

Serve as a strategic liaison between IT, OT, operations, and executive leadership to ensure alignment of network priorities.

Translate complex technical concepts into actionable insights for diverse stakeholders.

Build consensus across agencies to standardize network architecture and enable operational continuity.

Performs other duties and tasks assigned.

Observes the work performed by the contractor.

Reviews invoices and approves them if the work meets contractual standards.

Address performance issues with the contractor when possible.

Escalates issues to other parties as needed.

Required Education and Experience:

Education: Bachelor’s Degree or related fields or equivalent experience. An equivalent combination of education and experience may be considered in lieu of a degree.

Experience: Minimum of 10 years of relevant experience with a minimum of five years supervisory/management experience.

Technical Skills :

Expert knowledge of enterprise infrastructure and network architecture frameworks, styles, and methodologies.

Expert understanding of platform lifecycle management and IT portfolio tools.

Expert in managing the cost of infrastructure deployment, connectivity, and maintenance within budget limitations.
