The MTA transportation network has a very large system and infrastructure for financial, business, automated train, transportation, power, and physical security. The MTA IT Department is centrally responsible for providing a full range of Information and Operational Technology services to the MTA agencies and administrative units through its operating and support units. These services are provided on a 24/7/365 basis to support the MTA organization and its ridership.
Summary
This role oversees the portfolio of software applications within the organization and ensures that the portfolio and associated application architecture practices align with the business objectives. This role is also responsible for establishing and enforcing the application architectural standards and policies practiced by application delivery groups. This role oversees the application portfolio, including the lifecycle of all applications, as it aligns with MTA's business functions. This could include defining and optimizing the technical portfolio management tool, mapping business capabilities to applications, and providing recommendations on investment, sustainment, or retirement. This role oversees and ensures cost-effective delivery of IT capabilities. This role has knowledge of software development, database management, system architecture, and experience with legacy and modern platforms such as web applications and cloud computing.
Responsibilities
Monitors the application portfolio to ensure it is streamlined and optimized to support efficient business processes and operations. Establishes MTA's application architectural standards, policies, and practices to ensure that the application portfolio is built and maintained according to best practices and organization requirements. Establishes, approves, and maintains MTA's business capability model showing the linkage between business capabilities, technology capabilities, and the application portfolio. Establishes, approves, and maintains MTA's IT capability catalog relating IT capabilities and costs to business capabilities and value. Reviews, approves, and ensures that there are effective disaster recovery and business continuity plans in place for critical applications. Develops risk mitigation strategies for application portfolios, including security, compliance, and operational risks. Leads the evaluation of new technologies and applications aligned with the organization's strategic direction. Acts as a liaison between the IT department, the product organization, and the agencies by effectively communicating architectural decisions, recommendations, and application plans. Oversees management's regular reviews of the application architecture to ensure that it remains relevant to the changing needs of the business and that any issues are identified and addressed promptly. Provides leadership direction with a high-level of independence, discipline, and attention to detail, and drives business value across all program activities and functions. Defines key performance indicators (KPIs), regularly evaluates performance against established metrics, and utilizes data-driven insights to inform continual application optimization activities. Reviews budgets, contracts, and allocation of resources. Recommends timelines and additional resources to help achieve goals and objectives. Maintains an engaged workforce and fosters a positive culture throughout organizational change. Establishes department strategies to support the IT organization's vision. Models, encourages, and rewards coaching, development, and recognition as critical management responsibilities. Performs other duties and tasks as assigned. Observes the work performed by the contractor. Reviews invoices and approving them if the work has contractual standards. Addresses performance issues with the contractor when possible. Escalates issues to other parties as needed. Required Qualifications
Education: Bachelor's Degree or related fields or equivalent experience. An equivalent combination of education and experience may be considered in lieu of a degree. Experience: Minimum of 10 years of relevant experience with a minimum of five years supervisory/management experience. Technical Skills
