
Executive Director of Elementary Education

Primary Purpose
of assigned elementary school principals and elementary school operations for grades PK - 5. Provide leadership, consistent with the district strategic plan, for elementary schools in planning, managing, and coordinating academic and specialized services for elementary students. Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.
Education/Certification/Licensure/Qualifications
- Master’s degree in educational administration from an accredited college or university
- Texas mid-management/principal or other appropriate Texas certification
- State Appraisal System training certification
- Franklin Covey 7 Habits Certification (preferred)
Special Knowledge/Skills
- Strongly self-directed with effective communication and interpersonal skills
- Embrace CCISD instructional philosophy and initiatives
- Demonstration of instructional leadership with Knowledge of curriculum and instruction in grades PK-5
- Ability to manage budget and personnel Expertise in professional learning and coaching
- Excellent problem-solving and conflict resolution skills
- Ability to interpret policy, procedures, and data
Experience
- Minimum of 3 years’ experience as a classroom teacher
- Minimum 5 years' experience as an elementary campus principal
- Successful principal experience of a Leader in Me campus (preferred)
Major Responsibilities and Duties
- Provide leadership to assigned elementary administration in the area of student achievement, behavior strategies, discipline support, educational leadership, program alignment, instructional strategies, and student data review.
- Provide leadership, support, direction and expertise in the implementation of CCISD Vision 2030 and elementary instructional initiatives for continuous improvement of the learning organization.
- Coach and support the implementation of the 7 Habits Framework and ensure alignment with quality standards of the framework by internalizing and modeling the 7 Habits of Highly Effective People and Leader in Me content.
- Monitor student performance at assigned elementary schools and utilize data effectively to monitor campus, program, and student performance and recommend adjustments as needed to optimize student performance.
- Collaborate with district and campus staff to develop and implement plans to enhance the academic achievement of elementary students.
- Display high visibility on assigned elementary campuses by performing weekly on-site observations of instructional programs and schools.
- Lead efforts to align the written, taught, and assessed curriculum by conducting frequent classroom walkthroughs and guiding principals in analyzing and improving instructional practices.
- Work closely with departments such as Curriculum & Instruction, Special Education, Multi-Lingual Services, Counseling, and Assessment to ensure alignment and coordinated support for assigned elementary campuses.
- Ensure assigned elementary campuses effectively identify student needs, implement evidence-based interventions, and monitor progress to improve achievement and close learning gaps.
- Collaborate with assigned principals to promote a culture of data driven instruction and inclusive learning environment.
- Lead the development of expectations, procedures, and timelines related to academic and behavioral intervention processes for assigned elementary campuses.
- Develop and implement short and long-range plans, consistent with the district strategic plan, for achieving instructional goals and objectives.
- Monitor instructional budgets to ensure that appropriate procedures are followed, determine adequacy of budgets, and ensure skilled supervision of budget by elementary campus principals.
- Serve on various advisory committees and planning teams.
- Create, develop, and implement systems for successful implementation of cultureinitiatives.
- Provide an elementary assistant principals instructional leadership academy and assist in coordination of districtwide leadership development.
- Conduct and document campus visits to provide feedback, assistance, and support for districtinitiatives.
- Build strong relationships with a coaching presence providing direction, goals, and evaluation techniques.
- Recommend specific policies, procedures, plans and programs for attaining current operating objectives, and provide leadership in resolving problems.
- Provide reports and information for critical review of elementary campus programs regarding student attendance, behavior, enrollment, and transfer requests.
- Build leadership capacity though job embedded professional learning and coaching consistent with district initiatives and best practices.
- Receive and review Title requests before submitting to the district’s Academic office for approval.
- Supervise and appraise assigned elementary principals and staff by conducting beginning-of-year goal setting, mid-year goal review conferences, and end-of-year summative appraisals in accordance with district expectations.
- Maintain a regular and intentional meeting cadence with assigned elementary leaders to ensure alignment of priorities, foster collaborative problem-solving, and monitor progress toward district goals.
- Provide the deputy chief with reports and information for critical review of elementary campus programs.
- Identify and encourage employees who possess leadership qualities and potential.
- Update the student/parent handbook, grading and reporting procedures, student code of conduct and all other documents related to elementary school/program operations.
- Serve as hearing officer for elementary student/parent complaints and employee grievances.
- Follow the direction established by the superintendent and the Board of Trustees.
- Adhere to district procedures, guidelines, and policies.
- Participate in activities that promote district and community relations.
- Prepare, maintain, and present all information, reports, and records as required.
- Manage and utilize policy effectively for maintaining systemic processes, and decision making.

- Perform other duties and accept other responsibilities as assigned.
