Purchasing Agent II
The purpose of this position is to perform intermediate-level professional procurement and contract administration, under the general direction of the Finance Director or designee. Employees in this classification exercise independent judgement in ensuring regulatory compliance and best-value procurement practices. Position is responsible for managing formal solicitations, administering contracts, conducting procurement analysis, and providing technical guidance to Departments. Performs all of the functions of a Purchasing Agent I, as well as: Leading formal competitive including Invitations to Bid (ITBs), Requests for Proposals (RFPs), Requests for Quotes (RFQs), and cooperative purchases. Drafting and developing detailed technical specifications in collaboration with user Departments. Conducting public bid openings and evaluating responsiveness and responsibility of bidders. Preparing agenda items and supporting documentation for City Commission approval. Administering contracts including renewals, amendments, performing monitoring, and compliance tracking. Overseeing surplus property auctions and asset disposition. Managing purchase card program reconciliation and petty cash reimbursements. Analyzing procurement data and preparing financial and operational reports. Reviewing and analyzing municipal vehicle and capital equipment acquisition recommendations. Negotiating pricing, terms, and service levels with vendors. Ensuring compliance with federal, state, and local procurement procedures. Performing other duties as assigned. Associate's degree in Business Administration, Public Administration, Accounting or closely related field; AND Five (5) years previous experience in purchasing, contracts and/or inventory control; AND Valid State of Florida Driver's License. Preferred Qualifications: Bachelor's Degree in Business Administration, Public Administration, Accounting or closely related field. Certified Public Procurement Officer (CPPO) Certified Public Manager (CPM) Certified Professional Public Buyer (CPPB) The ability to work the required schedule for the workweek as required and may be required to attend occasional early morning bid openings or late afternoon/evening meetings. The ability to drive and operate a personal or City vehicle intermittently throughout the work day or work week, as needed. The ability to exert moderate, though not constant, physical effort, which may involve some combination of climbing, balancing, stooping, kneeling, crouching, crawling, and/or lifting, carrying, pushing, and/or pulling of objects and materials of moderate weight (12-20 pounds). The ability to coordinate eyes, hands, and feet to utilize and operate office tools, equipment, and machinery; and to handle, sort, and organize documentation. The ability to perceive and differentiate audio and/or visual cues or signals; and to perceive and differentiate depths, and/or textures. The ability to inspect items for proper length, width, and shape; and to visually read various information. The ability to differentiate between colors or shades of color. The ability to effectively communicate with City employees, stakeholders, and the general public verbally and in writing to deliver and explain information in a variety of technical and/or professional languages, and to prepare written correspondence, documents, reports, and analyses using proper format, spelling, grammar, and punctuation. The ability to apply principles of rational systems, such as motivation, incentive, and leadership; to interpret instructions furnished in written, oral diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. The ability to exercise the judgment, decisiveness, and creativity required in situations involving the evaluation of information against sensory, judgmental, measurable, verifiable, or subjective criteria. The ability to coordinate, manage, strategize, and or correlate data and/or information; and to exercise discretion in determining actual or probable consequences, and in identifying solutions or alternatives. The ability to add, subtract, multiply, divide, and calculate numbers, decimals, and percentages; and to interpret numerical data and graphs to create reports and/or develop forecasts. Essential functions are performed with some exposure to adverse environmental conditions (i.e. cold, heat, rain, sunlight, humidity, noise, dirt, odor, and/or fumes).
