Marketing Specialist

The Montana Veteran Affairs Division (MVAD) is seeking a Marketing Specialist to lead engaging, impactful marketing and outreach efforts that connect Montana veterans, their families, and partners with vital services and benefits. The Marketing Specialist plans, executes, and evaluates marketing and communication strategies that build statewide public awareness of MVAD programs, services, events, and public service announcements. This position works as part of a small team in the headquarters office of the Montana Veteran Affairs Division. The MVAD headquarters office provides support and guidance to the Veteran Services Program and the Veterans Cemetery Program. This position would provide marketing duties for both programs, and report to the Budget Analyst Supervisor. Experience in state government or non-profit work is preferred, but we are also willing to train an individual with excellent soft skills and a passion for serving Montana's veterans and their families. This position has the opportunity to telework; however, applicants should expect to be located in or around the Helena, MT area and able to work in the office located at Fort Harrison, MT 60%-100% of the time. Specific telework conditions will be outlined as part of the job offer and must adhere to state policy. The following items must be submitted with the online state application form to be considered (be sure to mark your attachments as relevant): Cover Letter Resume Key Responsibilities: Develop and implement multi-channel marketing campaigns (digital, print, social media) aligned with MVAD goals and objectives. Manage and create content for MVAD's website and social media platforms (e.g., Facebook, YouTube, Instagram), including photos and videos. Plan, design, write, and produce media content such as radio and TV ads, newspaper articles, promotional videos, and public service announcements. Coordinate media relations, draft and distribute news releases and articles, and serve as a public contact for MVAD communications. Design and produce marketing collateral, including brochures, posters, business cards, and displays. Develop and track KPIs (e.g., ROI, website traffic, click-through rates, customer satisfaction, NPS), and prepare regular reports for leadership. Prepare biennial marketing plans including SWOT analysis, research, strategies, goals, and evaluation methods. Manage the customer experience program (including survey tools such as Qualtrics), analyze feedback, and recommend improvements. Assist with marketing budgets: projections, proposals, tracking expenses, and ensuring projects stay within budget. Coordinate and attend outreach events such as veterans' ceremonies, job fairs, district meetings, and conferences. Build and maintain partnerships with state universities, veteran organizations, healthcare providers, and media outlets. Support special projects, events, research, and other administrative duties as assigned to advance MVAD's mission. Knowledge, Skills, and Abilities: Knowledge of marketing concepts and procedures, communications, public relations, technical writing, and office practices. Skill in writing, editing, proofreading, photography, videography, and video production, as well as using standard business software and office equipment. Ability to plan and manage multiple projects, meet deadlines, and support strategic planning and performance improvements. Strong verbal and written communication skills, including active listening and the ability to explain complex information clearly. Ability to work independently and as part of a team, maintain professionalism in emotionally charged situations, and build positive relationships with diverse stakeholders. Education and Experience: Associate's degree in marketing, business, public relations, media communications, human services, technical writing, or a related field. 2 years of relevant experience in marketing, communications, public relations, or a related area. Other combinations of education and experience will be assessed on a case-by-case basis. Minimum Physical/Mental Requirements: May need to work at a computer daily for 8 or more hours at a time; Fluctuation in workload may require more than a 40-hour workweek. Some weekend and holiday work is required to support events and outreach activities. Typical Work Environment: Primarily office-based in Fort Harrison, with periodic travel for outreach and events. Must be able to work physically on-site in the office 60%-100% of the time. Telework eligible up to 40% based on business need.
