
MANAGEMENT ANALYST (MANPOWER)

Duties You will serve as a MANAGEMENT ANALYST (MANPOWER) in the PERSONNEL READINESS, FORCE MANPOWER AND READINESS at FLEET CYBER COMMAND/ U.S. TENTH FLEET (FLTCYBERCOM). You will design, tailor, and conduct studies and assessments regarding manpower requirements across FLTCYBERCOM mission areas and lines of operations. You will represent the FLTCYBERCOM N1 Director and the N12 Division Head on internal and external working groups, cross-functional teams and operational forums that address manpower, manning and staffing issues. You will submit manpower and personnel changes/updates as required in relevant DoD, Navy, and other databases at various security classification levels. You will facilitate further research or issues and refinement of analytical methodologies and tolls to promote efficacy of manpower operations. You will apply DoD, Navy and U.S. Fleet Forces Command regulations, policies, and processed but must tailor these broad guidelines to particular situations in carrying out manpower responsibilities. You will administer the Position Management Review Board (PMRB) process, analyze how each submission may affect other positions, workload distribution, organization structures, supervisory span and efficient utilization of limited Manpower resources. You will synchronize civilian Full Time Equivalent (FTE) position tracking with Resource Management and Comptroller office to ensure FTE program allowances align with budgetary controls. You will apply quantitative methods, including statistical tools, to analyze and describe complex and contentious manpower and manning issues. You will document and present manpower and manning status, strategies, courses of actions (COA)/solutions via data-driven visual formats and depictions that supplement narrative summaries for higher-level review and reporting. You will on a routine basis, prepare and present status briefings (verbally and through written documentation) to the N1 and N12 on findings and recommendations. You will provide oversight of data integrity in generating and justifying responses to high priority requests initiated by General/Flag Officers, Senior Executives, higher echelons, Chief of Naval Operations (CNO), DoD entities and Congress.
Requirements Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. This is a Cyberspace Workforce position, work role code 000/422, proficiency level INTERMEDIATE the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. You must successfully complete a Counterintelligence (CI) polygraph with No Deception Indicated (NDI).
