
Supervisory Recreation Specialist - Community Recreation

Overview
This position is located in the Community Recreation Division, Morale, Welfare and Recreation (MWR) Department within Navy Installations Command (CNIC) on NAS Corpus Christi, TX. Incumbent manages and administers a comprehensive and diverse year-round recreation program in the Information, Tickets and Tours (ITT) Office. Also, plans, promotes, and implements a variety of MWR Community Recreation programs and activities while seeking partnerships within the community. Responsibilities Supervision: assign work, define priorities, hire and evaluate staff, recommend pay adjustments/awards, provide/train staff, approve or disapprove leave, initiate corrective actions, and recommend formal disciplinary actions as warranted.
Authorizes personnel action requests (SF-52) and ensures timekeeping documents are submitted per local direction.
Lead and instruct staff in administering workshops, clinics, and events in outdoor skills areas (camping, cycling, sailing, backpacking, canoeing, snow skiing, hiking, water sports).
Lead day-to-day operation of multiple programs, including staffing, training, and scheduling.
Plan, promote, and implement comprehensive Community Recreation programs across CNIC-approved standards and collaborate with on-base and off-base partners (park districts, clubs, special interest groups, etc.).
Coordinate leisure skills development activities and classes; support unit allocation events with equipment, programming ideas, and coordination assistance.
Develop, manage, maintain, plan, execute business plans, and administer a diverse Community Recreation program; establish partnerships to benefit MWR programs.
Research and provide information on recreational opportunities for individuals and families on and off the base.
Plan, coordinate, publicize, market, and execute programs and special events in the Community Recreation program; utilize available resources.
Provide administrative support through after-action reports, data collection, and database administration; track patron usage and responses for metrics and counts.
Solicit input from activity managers on goals, business plans, and program standards; monitor programs to ensure standards are met or exceeded.
Evaluate and modify programs as needed to improve effectiveness; assist with writing standard operating procedures.
Perform regular analysis of projects/programs considering budget, staffing, trends, mission, and population changes.
Provide onsite project oversight and notify leadership of issues; use metrics and financial data to suggest program modifications.
Ensure facilities and activities meet fire, safety, security, and sanitation guidelines; correct deficiencies in collaboration with appropriate entities.
Manage check-in/check-out of materials and POS transactions; inspect equipment and recommend replacements when needed.
Prepare Daily Activity Reports (DAR) and conduct inventories of equipment, retail items, and other cash-valued items.
Perform other duties as assigned.
Requirements Must meet Federal employment suitability requirements and pass background investigation (fingerprints and forms).
Must successfully pass the E-Verify employment verification check; resolve discrepancies as a condition of employment.
Must complete Personal Identity Verification (PIV) process with two forms of identification (Form I-9).
May be required to pass pre-employment examinations.
A valid State driver’s license is required to operate government vehicles.
Direct Deposit/Electronic Funds Transfer for salary; Selective Service Registration for males born after 12/31/1959.
Ability to obtain and maintain a valid state driver’s license to drive a government vehicle within 90 days of placement.
Qualifications
Specialized experience directly related to the duties described above. Qualifying experience must be equivalent to the next lower level in the normal line of progression and must demonstrate the following:
Education in recreation, marketing, business or closely related field or equivalent recreation-related work experience.
Combination of experience related to customer service and activity-based functions.
Ability to work independently, make sound decisions, and communicate effectively (oral and written).
Knowledge of recreational programs and the goals, principles, techniques, and methods of organizing, planning, and conducting activities.
Knowledge of the full scope of activities and their suitability for diverse demographics.
Ability to create, negotiate, implement, and sustain partnerships via various MWR agreements.
Ability to maintain a clear and accurate database and to represent the department in public speaking.
Knowledge of recreational and entertainment events; program planning and leadership to develop leisure and social recreation programs.
Ability to communicate effectively both orally and in writing.
