Affordable Housing Developers, Inc (AHDI) is a nonprofit Community Housing Development Organization (CHDO) dedicated to providing, preserving, and managing affordable housing in rural communities throughout North Dakota.

Position Overview

The Executive Director services as the chief executive officer of AHDI and is responsible for the overall leadership, strategic direction, and operational management of the organization. This hands‑on role oversees financial management, housing development initiatives, regulatory compliance, and staff leadership while working closely with the Board of Directors, supervises a team of five staff members, and serves as the primary liaison with federal, state, and local funding agencies, community stakeholders, and regulatory partners.

Key Responsibilities

Organizational Leadership

  • Provide strategic leadership to advance AHDI's mission, goals, and long-term sustainability.
  • Partner with the Board of Directors on governance, policy development, and strategic planning.
  • Prepare board reports, materials, and recommendations; attend and lead board meetings.
  • Represent AHDI with community partners, stakeholders, and funding agencies.
  • Oversee financial management of the organization and affiliated entities, including budgeting, financial reporting, and cash flow oversight.
  • Coordinate annual audits and ensure compliance with all federal, state, and local financial and regulatory filings.
  • Maintain effective internal controls, procurement processes, insurance coverage, and administrative systems.
  • Supervise and support a team of five staff members.
  • Ensure compliance with all grant requirements, funding agreements, and organizational policies.
  • Oversee the performance, compliance, and long‑term viability of AHDI's affordable housing portfolio.
  • Ensure compliance with applicable regulations and funding programs, including:
  • USDA Rural Development Section 515 and Rental Assistance
  • HUD HOME Investment Partnerships Program
  • North Dakota Housing Incentive fund
  • CHDO requirements and other federal, state, and local regulations
  • Serve as the primary liaison to USDA Rural Development, HUD, state housing agencies, and other funding partners.
  • Oversee tenant eligibility compliance, rent schedules, inspections, reporting, and agency monitoring.
  • Lead capital planning, asset management, and property preservation initiatives.

Housing Development & Preservation

  • Identify and evaluate affordable housing development and preservation opportunities in rural communities.
  • Lead project planning, feasibility analysis, financing applications, and funding strategy.
  • Oversee consultants, environmental reviews, regulatory approvals, and construction monitoring.
  • Manage project budgets, draw requests, compliance documentation, and reporting through project closeout.
  • Coordinate community engagement, stakeholder communication, and project launch activities.

Qualifications

Required

  • Bachelor's degree in housing, community development, business administration, public administration, finance, or related field.
  • Minimum of 5-7 years of experience in affordable housing, community development, nonprofit management, or regulatory compliance.
  • Minimum of 3-5 years of senior leadership or management experience, including staff supervision and organizational oversight.
  • Demonstrated experience with affordable housing finance and compliance, including familiarity with USDA Rural Development, HUD HOME program, and/or comparable federal or state housing programs.
  • Experience overseeing organizational budgets, financial reporting, audits, and internal controls.
  • Strong written and verbal communication skills, including experience working with boards funders, and public agencies.
  • Valid North Dakota driver's license and ability to travel regularly to rural communities.

Preferred

  • Mater's degree in a related field.
  • Familiarity with CHDO requirements and federal cross‑cutting regulations.
  • Ability to interpret, implement, and manage complex regulations and funding agreements.
  • The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. For the most part, work environment has ambient room temperatures, lighting and traditional office equipment as found in a typical office environment.
  • Hands‑on leadership role within a small nonprofit organization with five staff members.
  • Frequent interaction with regulatory agencies, funding partners, and rural community stakeholders.
  • Occasional travel throughout North Dakota to housing sites and community meetings.
  • Travel – Must have valid driver's license and be insurable by the company. Travel is primarily local during the business day, although some projects may require more out‑of‑area and overnight travel.
