Tri-County Transit - Program Director

Leads services related to the implementation of Transportation programs according to agency philosophy, goals and values, based on federal, state and local laws. The Director will be strong in supervision and can coach a team of experienced managers towards a high degree of accountability and performance excellence and is able to think in an integrated capacity across functional program areas.

Essential Functions And Responsibilities

  • E 20% - Is directly responsible for the supervision and operation of all personnel, programs and projects under Transit Services operating in the three counties of the TCCAP service area.
  • E 5% - Has responsibility for recruitment, hiring, training, supervision, evaluation, and discharging of program personnel. Provides mediation and resolution support for staff conflict and employee complaints.
  • E 25% - Responsible for general oversight of Programs to include allocation of resources, revenues, expenditures and budget performance. Develop program budgets with Program Managers. Monitor budget performance and take corrective action, as necessary, in order to meet program fiscal goals.
  • E 15% - Oversee, write and manage grants and financial resources to support Transit Programs. Supervise grant reports and financial statement preparation for funders and for TCCAP Admin systems, ensuring that applications are complete, correct, all deadlines are met, and that programs are in compliance with all contracts, applicable state and federal laws, and program specific standards for service delivery.
  • E 10% - Develop and implement strategies for improving program deliverables and program fiscal performance. Ensure that programs meet or exceed their strategic goals as defined in the TCCAP strategic plan.
  • E 5% - Develop program fundraising and marketing strategies, encourage and facilitate program collaboration and cooperation with community members and other stakeholders, and cultivate a positive public perception of Program services and TCCAP as a whole.
  • E 10% - Provide regular supervision to Program Managers that includes joint review of program fiscal reports and budget performance. Ensure that communications from TCCAP Admin systems are received, understood, and executed by Program Managers, as appropriate.
  • E 5% - Represent Transit programs through participation in state and local initiatives relative to program/division goals for service delivery and is consistent with furthering the mission of the Division, and TCCAP as a whole.

  • Ensure all employees have a mid‑year evaluation and an end‑of‑year evaluation.

Knowledge And Skills

  • Experience – Three years to five years of similar or related experience.
  • Education – A college degree in a non‑technical discipline (e.g., BBA, BA, or BFA), or achievement of journeyman status in a recognized trade, or achievement of formal certifications recognized in industry as equivalent to a bachelor's degree, or in‑depth industry and job specific technical skills acquired through a combination of formal instruction and on‑the‑job training.
  • Interpersonal Skills – Work involves extensive personal contact with others and is of a personal or sensitive nature. Motivating, influencing, and/or training others is key at this level. Outside contacts become important and fostering sound relationships with other entities (companies and/or individuals) becomes necessary and often requires the ability to influence and/or sell ideas or services to others.
