WILSON COUNTY JOB DESCRIPTION JOB TITLE: REAL PROPERTY APPRAISER FLSA: Non-exempt Hours

Performs intermediate skilled technical work appraising, assessing, and reassessing real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters, does related work as required. Work is performed under the limited supervision of the Tax Revaluation Supervisor. Essential Job Functions

Appraises new construction, existing properties, farm land, building improvements and additions, and vacant lots; takes field measurements to establish square footage of properties; collects data that directly affects tax values including age, condition, location and quality of improvements; measures dimensions of improvements, including the foundation, exterior walls, type of roofing, number of rooms, basement area, interior finish type of insulation, type of heating and air conditioning, type of fireplace, etc.; determines functional and physical depreciation of the structure; and determines the grade of the structure according to a predetermined schedule of values. Assists in the collection, review, and implementation of data used to create the county’s Schedule of Values as it pertains to the octennial revaluation. Defends appraisals before the local Board of Equalization and Review on behalf of the tax office. Assists the tax office in the defense of appraisals at the North Carolina Property Tax Commission. Sketches layout of buildings and retrieves data in the appraisal of specific properties and land splits; studies building plans, information pertaining to sales, and specifications to obtain data regarding size, type of construction and other factors which affect property value. Utilizes computerized data entry equipment, including laptop, desktop, and tablet computers, and in-house real estate tax appraisal program to enter, store, update, and/or retrieve information for purposes of valuing real property and maintaining files. Appraises subdivision and tracts of land newly split among owners using comparable sales, market information, consultation with realtors, contractors, etc.; re-appraises land affected by rezoning, changing economic conditions or other factors expected to affect value. Responds to inquiries from property owners and the general public, explaining appraisal methods and defending value determinations. Maintains knowledge of market trends, costs and other factors affecting values of Real Property. Performs other related work as required. Minimum Training and Experience

An associate degree in business, computer operation, or a related field and moderate experience in real property appraisal and computer data entry, or equivalent combination of education and experience. Special Requirements

Valid driver's license in the State of North Carolina. Completion of North Carolina Department of Revenue’s Level 1 Real Property Appraiser requirements within 1 year of employment. Minimum Qualifications or Standards

Considerable knowledge of policies, procedures and practices used in appraising properties for tax purposes. Considerable knowledge of the North Carolina Machinery Act and County tax policies. Considerable knowledge of current construction costs, including building materials and supplies. Considerable knowledge of the geographic and socioeconomic layout of the County. Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional standards and/or federal, state, or local laws, rules, and regulations. General knowledge of all records, files and forms used in the Department. Ability to read and understand building construction plans and specifications. Ability to perform mass appraisal of land and improvements. Ability to use common office machines, including popular and specialized computer-driven appraisal programs. Ability to make decisions and to defend appraisals to property owners and the general public. Ability to make accurate computations with or without a calculator. Ability to exercise independent judgment, initiative, and fairness in correctly appraising a variety of properties. Ability to exercise tact, courtesy, and firmness in frequent contact with taxpayers. Ability to establish and maintain effective working relationships as necessitated by work assignments. Ability to know when to utilize proper safety equipment when performing tasks related to the appraisal of real estate, to include boots, sunscreen, hearing protection, eye protection, hard hat, etc., while performing the duties of a real property appraiser. Ability to operate a motor vehicle safely in both rural and urban settings for extended hours while performing the duties of a real property appraiser. Ability to navigate construction sites safely and be aware of surroundings, including work being performed in all aspects of a job site, and construction machinery/vehicles in operation. Ability to work outside during reasonably high temperatures during the summer months, and reasonably cold temperatures during the winter months while performing the duties of a real property appraiser.
