Position Overview As a key member of the Central Services Division, the Compliance Specialist advances the Department’s commitment to fair, transparent licensing enforcement. You will lead the intake, investigation, and coordination of complaints involving professional and occupational licensees, guiding cases from initial inquiry through resolution.
Working closely with Department legal counsel and Montana’s professional licensing boards, you ensure that compliance actions are conducted lawfully, efficiently, and in full alignment with Montana’s administrative procedures. Your work helps safeguard the balance between protecting the public and supporting qualified professionals in providing essential services across Montana.

Responsibilities
Manage complaint intake and investigation:
Receive and evaluate complaints, gather documentation and evidence, and interview complainants, respondents, and witnesses to clarify facts.
Interpret and apply regulations:
Review laws, administrative rules, and board policies to determine compliance with licensing and professional conduct standards.
Coordinate legal and board processes:
Work with Department counsel to prepare cases for review and ensure proper notice and due process requirements are met.
Prepare and present case materials:
Organize board books and facilitate Screening Panel meetings in compliance with open meeting laws.
Monitor corrective actions:
Track and document respondents’ fulfillment of disciplinary orders, ensuring compliance and accurate reporting to required national databases.
Provide regulatory guidance:
Advise licensees, complainants, and the public on applicable standards and steps to achieve or maintain compliance.
Maintain records and systems:
Enter and maintain accurate, timely data in case management and electronic record systems, contributing to data-driven process improvements.
Support continuous improvement:
Contribute to updates of rules, policies, procedures, and training materials to enhance clarity, fairness, and efficiency.
Qualifications
Required Skills and Competencies:
Regulatory analysis and interpretation:
Interpret and apply laws, rules, and board policies to complex cases and investigations.
Investigative research and evaluation:
Conduct thorough fact-finding and evidence analysis to determine whether violations occurred and recommend solutions.
Written and verbal communication:
Explain technical and legal information clearly in plain language to diverse audiences in both written and oral form.
Organization and case management:
Prioritize multiple assignments, balance competing deadlines, and maintain comprehensive records with accuracy and attention to detail.
Collaboration and teamwork:
Work effectively with legal counsel, board members, staff, and external stakeholders to resolve issues collaboratively.
Customer service and professionalism:
Provide respectful, timely, and knowledgeable responses to licensees, complainants, and the public, maintaining confidentiality and impartiality.
Technology proficiency:
Use electronic databases, Microsoft Office tools, and teleconferencing platforms efficiently to manage case work and communications.
Minimum Qualifications (Education and Experience)
Demonstrated experience applying and interpreting statutes, rules, or regulatory standards in a compliance, legal, or investigative capacity.
Experience conducting investigations or reviewing complex information to verify facts, determine compliance, or recommend corrective action.
Skilled in writing clear, accurate reports, correspondence, and summaries for decision-makers or public records.
Proficiency in Microsoft Office (Word, Excel, Outlook), Adobe applications, and database or case management systems.
Experience maintaining confidentiality and exercising sound judgment when handling sensitive information.
A degree in public administration, legal studies, business, or a related field may supplement relevant professional experience but is not a substitute for demonstrated skills and competencies in the areas noted above. Equivalent combinations of education and directly related experience will be considered.
