Overview This position resides in the Property Assessment Division of the Department of Revenue. The Property Valuation Specialist (PVS) coordinates and performs a range of specialized property appraisal and assessment support services to facilitate data research, verification, computation, and processing procedures; provides general office and program support services; researches and compiles general program information; ensures consistent messaging on policies, procedures, and statutes; and coordinates with other program staff and managers as necessary to respond to unusual or specialized requests. The PVS provides customer service, including property owners visiting the PAD office, phone calls or other electronic communications. The PVS provides open communications and direct support to local government staff. The position reports to an area manager and does not directly supervise other staff.

Mission / About the Agency To be the nation\'s most citizen oriented, efficiently administered, state tax agency. The Montana Department of Revenue administers almost 40 state taxes, property appraisals, liquor laws, and unclaimed property for the state of Montana. The Property Assessment Division manages Montana’s property tax laws, including the valuation of all taxable property for property tax purposes.

Responsibilities

Coordinate and perform a range of specialized property appraisal and assessment support services.

Facilitate data research, verification, computation, and processing procedures.

Provide general office and program support services.

Research and compile general program information.

Ensure consistent messaging on policies, procedures, and statutes.

Coordinate with other program staff and managers to respond to unusual or specialized requests.

Provide customer service to property owners, via in-person visits, phone, or electronic communications.

Provide open communications and direct support to local government staff.

Report to an area manager; no direct supervision of staff.

Mathematics

Property valuation techniques

Mapping and geographic information systems (GIS)

Skills in:

Research and analysis

Accuracy and attention to detail

Common office and spreadsheet computer applications

Written, verbal, and interpersonal communication

Special Information:

Candidates must be eligible to work in the United States. A valid driver\'s license is required with less than 12 conviction points in the most recent completed 36 months.

Eligibility to Work:

In accordance with the Immigration Reform and Control Act, the person selected must produce within three days of hire documents that show authorization to work in the United States. Examples include a birth certificate or Social Security card along with a driver’s license or other picture ID, or a U.S. passport, or a "green card". The State of Montana does not sponsor.

Remote / Telework:

This position may be eligible to work from an approved worksite; however, the successful candidate must be a primary resident of Montana. The employee must meet and sustain DOR telework eligibility requirements and supervisor\'s approval to participate in the DOR Telework Program. Full-time teleworking is not available.

Training Assignment:

The agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

Education / Experience The qualifications desired on the first day of work are:

One year of post-secondary education or training; and

One year of job-related experience.

Work experience may include appraisal, assessment, auditing, accounting, banking, data entry, bookkeeping, records management, customer service or a real estate related field.

Must pass the department’s CORE Assessment training within the first year of employment.

Other combinations of education and experience will be evaluated on an individual basis.

Salary & Benefits Salary: 47,831.00 - 49,386.00 yearly. Telework eligibility: Telework eligible (full-time telework is not available; telework schedule must be supervisor approved). Benefits package eligibility: Health insurance, paid leave & holidays, retirement plan.
