SUMMARY: Under the supervision of the Finance Director, the Procurement & Asset Specialist will assist with the procurement and asset tracking functions for Lower Sioux Indian Community (LSIC).
EDUCATION:
Required:
Bachelor’s degree (or higher) in accounting or a related field,
OR
Associate’s degree in accounting or a related field, AND
At least three (3) years of recent and successful employment experience in an office administration environment, preferably with procurement and/or asset tracking duties
OR
High School Diploma / GED, AND
At least five (5) years of recent and successful employment experience in an office administration environment, preferably with procurement and/or asset tracking duties.
PREFERRED QUALIFICATIONS:
Experience in software specific to: Procurement, Asset Management, and/or Project Management.
Knowledge of federal and state procurement regulations.
EXPERIENCE:
Procurement and/or purchasing functions
Asset management functions
Finance, accounting, and/or inventory functions
Working in indigenous and tribal communities
Previous experience using accounting software preferred.
PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to talk and hear clearly, both in person and on the telephone. The employee frequently is required to sit for long periods of time, stand and walk around offices. The employee must occasionally lift and/or move up to 10 pounds and rarely lift and/or move up to 25 pounds.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage the procurement process in accordance with policies and procedures with all departments
Record and maintain Inventory and Asset records
Develop and implement procurement training programs for internal use
Assist in budgeting and monitoring expenses associated with procuring goods and services
Implement improvements in procurement/purchasing and asset management policies
Review and implementation of applicable internal controls, processes, and procedures
Document and Assess existing Processes and Procedures
Provide recommendations to improve and update Internal Controls, Processes, and Procedures
Regular communications with department managers related to purchasing and asset tracking
Assist with annual year-end external audit
Other duties as assigned
SKILLS, KNOWLEDGE, AND ATTRIBUTES:
Organizational skills, such as Time Management, effective communication (verbal and written), attention to detail, prioritization, problem solving, etc. For example, efficiently managing time to ensure procurement processes are completed within deadlines
Dependable and Ethical work ethic: adhering to ethical standards in all procurement activities, such as avoiding conflicts of interest and ensuring fair and transparent supplier selection processes.
Excellent computer skills, including proficiency in Microsoft products.
Proficiency in accounting software preferred
Able to maintain strict standards of confidentiality.
Ability to prioritize and handle numerous tasks.
Sensitive to Native American culture
