Compliance Specialist
The Compliance Specialist works to ensure that CHA adheres to all relevant federal, state, and local regulations that impact internal and external obligations. This position will focus on maintaining compliance with guidelines for affordable housing programs, including Low-Income Housing Tax Credit (LIHTC), Section 8, HOME, Public Housing, RAD PBV assisted housing programs. The specialist will monitor housing operations, review tenant and program files, and ensure all necessary reports and documentation are accurate, and that they inform decisions around compliance initiatives, broad scale. Duties And Responsibilities Proactively work with CHA Property Office to identify actual or potential compliance issues at existing CHA properties. Stay updated on changes in regulations and guidelines affecting affordable housing and ensure that policies reflect those changes. Conduct internal inspections and audits of affordable housing properties to assess compliance with safety, quality, and program standards. Maintain thorough and organized records of compliance activities, audits, inspections, and any issues or corrective actions taken. Serve as a resource for staff questions related to affordable housing regulations, tenant eligibility, income verification, and other compliance matters. Evaluate the effectiveness of compliance procedures and recommend improvements as needed. Assist with compliance-related performance reviews and assessments of housing programs. Other duties as assigned. Qualifications Bachelor's degree in Business Administration, Public Administration, Real Estate, or a related field preferred. Certification in affordable housing compliance (e.g., Housing Credit Certified Professional (HCCP), Public Housing Manager (PHM), or equivalent) is a plus. Minimum 2-4 years of experience in affordable housing compliance, public housing, with a strong understanding of federal, state, and local affordable housing programs. Experience with HUD programs (e.g., Section 8, LIHTC) and tax credit compliance preferred. Strong knowledge of affordable housing regulations, policies, and industry standards. Excellent organizational, communication, and interpersonal skills. Proficiency in Microsoft Office Suite (Word, Excel, Outlook) and housing management software (e.g., Yardi). Strong attention to detail and ability to manage multiple tasks and deadlines. Strong ethical standards and commitment to maintaining confidentiality. Ability to work independently and collaborate effectively within a team environment. Detail-oriented and proactive in identifying and solving problems.
