Deputy Clerk of Circuit Court III — Finance Division
The City of Chesapeake's Department of Human Resources is serving as an advertising agent for this vacancy. Screening and selection will be handled by the Circuit Court Clerk. This position involves financial and court operations support for the Circuit Court's finance division, with potential cross‑training in other divisions. The Deputy Clerk will review, certify, and process judgments, financial records, and court orders, ensuring compliance with statutory guidelines and maintaining accurate accounting records. The role requires strong analytical, accounting and communication skills, and a high degree of precision.
Responsibilities
Review, verify, and record criminal and civil judgments for accuracy, including amounts, codes, and statutory fees.
Take verified judgments to recording, certifying new, amended and released judgments, and updating existing accounts as required.
Enter book and page of recorded judgments in the Financial Accounting System (FAS).
Validate and balance end‑of‑day collections, reconcile register totals, and resolve receipting errors through Journal Vouchers.
Process and audit allowance submissions, verify amounts, and forward for judge approval.
Monitor, verify and prepare restitution payments to victims and allocate funds to appropriate recipient accounts.
Update FAS accounts with release dates from the Department of Corrections and respond to inquiries about inmates’ community service credits.
Review and certify transmittal of state collections, remit city collections via the mainframe, and disseminate monthly reports of unpaid restitution and fines.
Process, certify and finalize Tax Set‑Off Claims, create notices to defendants, and handle weekly collection remittances.
Assist colleagues and the public with inquiries, research and provide information, maintaining a professional and cooperative demeanor.
Qualifications
Education:
Bachelor’s degree or equivalent combination of education and experience in business administration, public administration or a closely related field.
Experience:
Minimum of one year of related full‑time equivalent experience, satisfying the vocational/education standard.
Special:
Willingness to work overtime or additional hours as required by short‑term department needs or city‑wide emergencies.
Preferred Qualifications
Circuit (CC), General District (GDC) or Juvenile Domestic Relations (JDR) financial, accounting experience.
Experience and knowledge of court operations, statutory guidelines and court operating systems (Case Information, Case Imaging, Financial Accounting). Bookkeeping and account reconciliation experience.
Strong attention to detail, consistent judgment and ability to avoid critical mistakes.
Capability to cross‑train within criminal and civil divisions.
Proficiency with Microsoft Office and Excel, CCMS and FAS.
Ability to multi‑task effectively in a high‑volume environment.
Experience handling confidential paperwork.
