The Jackson County Housing Authority (JCHA) seeks a full-time Executive Director to lead the team. Applications will be accepted through April 1, 2026. Overview
Under the direction of the Board of Commissioners (BOC), the Executive Director has the overall responsibility for the strategic, programmatic, and financial management of JCHA; represents JCHA to the broader community, brokering partnerships with various agencies; and advocates for the mission and vision of JCHA at local, regional, and national levels. JCHA manages 757 LIPH units and 633 Housing Choice vouchers.
Compensation and Benefits
Compensation ranges from $90,000 to $115,000 with a generous benefits package which includes:

Major Duties and Responsibilities
- A. Board governance and Relationship
- Maintains a close level of contact with members of the BOC
- In collaboration with staff, prepares a monthly board report concerning the current affairs of JCHA
- Attends board meetings as a professional member
- Acts as the Secretary to the BOC
- Conducts and prepares official correspondence of JCHA
- Acts as JCHA’s contracting officer
- Participates in the handling of bids, supervising the advertising and evaluation of proposals received, and making recommendations to the BOC concerning the awarding of contracts
- Represents JCHA and maintains liaison with regulatory agencies, local officials, and communitybased organizations
- B. Interpret, implement, and administer the policies of the Board and all applicable federal and state regulations
- Assures that JCHA’s vision, values, and strategic plan are regularly reviewed and input from the community and the BOC
- Determines appropriate course(s) of action related to adopted policies and procedures
- Attends meetings, workshops, conferences, seminars, and other sessions
- Represents JCHA in meetings with HUD representatives, federal, state, and local officials, consultants, residents, and the general public
- Prepares reports for internal and external use
- Acts as the agency’s personnel officer, assuring all personnel policies, procedures, and position descriptions, and general personnel practices conform to all applicable statutes
- Builds strategic alliances with police, fire, and emergency departments in coordinating the safety and security of JCHA’s properties and residents
- Maintains a positive public relations profile by participating in various advisory committees and professional organizations
- Responds promptly to inquiries, deficiencies, and requests and keeps the Board apprised of such matters
- Ensure that the Administrative Plan is administered, the voucher program, and the ACOP for public housing of JCHA are current, and staff follows guidelines
- Oversees the Hazard Vulnerability Analysis (HVA)
- C. Financial Management
- Oversees the finances of JCHA, including investment instructions, operational cash, and capital budget, monitors expenditure and budget variances, and reports anomalies to the BOC in a timely fashion and at least monthly
- Supervises and provides oversight for the financial department, including oversight and liaison with auditing agencies, analyzes the results of the audit, and corrects identified problems
- Plans, manages, and is accountable for JCHA’s budget, submits budget recommendations to the Board; monitors expenditures in accordance with Housing Authority’s policy and procedures
- D. Provides for the administration, leadership, and management of JCHA
- Oversees the preparation and presentation of the BOC for approval and subsequent administration and controls of the initiatives outlined in the strategic, tactical, and operational plans, including annual budgets and other supplemental budgets
- Anticipates BOC’s, staff’s, and clients’ needs and responds by making executivelevel decisions where appropriate
- Creates appropriate committees and serves as a member of such committees as appropriate
- E. Directs and coordinates activities of managerial personnel
- Designs, implements, and administers all JCHA functions and subfunctions so as to meet or exceed agency PHAS goals
- Reviews, maintains, and implements all appropriate JCHA personnel policies and procedures as approved by the BOC
- Interviews and selects staff; provides and/or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures in accordance with JCHA’s policy and procedures, including handling employee grievances or complaints, and disciplining employees
- Reviews/approves and implements regulations and notices from governmental and regulatory agencies and responds to such promptly
- Reviews/approves/assigns workload, schedules, personnel assignments, status of ongoing work, projects, and available personnel for work assignments to plan JCHA activities
- Provides general oversight of the management and maintenance of all housing developments to ensure a high degree of livability at the lowest possible costs
- Supervises the purchase of equipment, materials, and labor to satisfactorily meet the standards of good and proper maintenance
- Coordinates work activities of administration with other departments, sections, or agencies to prevent delays in action required or improve services to residents
- Leads the collective bargaining negotiations with the union
- Assists in developing and maintaining a compensation plan for all positions, providing uniform pay for similar job functions
- Acts as JCHA’s FOIA officer
- Completes annual financial audits for JCHA and retirement accounts
Working Conditions
- There are deadlines associated with this position, which may cause significant stress
- Must be able to remain in a stationary position for prolonged periods of time
- Occasionally move about inside the office to access file cabinets and office machinery
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer
Education/Specific Requirements
- Eight years of experience in housing management, community development, public administration, or a closely related field
- Five years plus a Master’s degree in business administration, public administration, or a related field
- Six years in significant management capacity at a public housing authority or other similar experience. Supervised a staff of ten or more for at least one year
- Excellent written and oral communication skills, proven leadership ability, and the skills necessary to provide management consultation, guidance, and advice to officials on a broad range of public housing programs
- Working knowledge of fiscal management, personnel and administration management systems, private and public housing, contract negotiation and management; substantial background in developing and implementing financial control systems
- Considerable knowledge of local, state, and federal governmental procedures and regulations as they relate to housing development, construction, and the management of local housing authority operations
- Demonstrated experience in building revenue and increasing community and governmental support is required
- Ability to maintain an occupancy level of at least 92% and a PHAS rating of Standard Performance agency
- Ability to travel between various buildings owned and operated by or in other JCHA programs and to other meeting locations as required
- Ability to respond promptly to all emergencies, including instate and outofstate travels as the case may be, is conducting agency business
- Public Housing Manager Certificate from a HUDapproved organization is required, or the ability to obtain such within two years of employment
- Ability to maintain and enforce confidentiality in all assignments
- Must possess a passion for working with residents in lowincome housing
- Must possess the ability to deal tactfully with personnel, residents, family members, agencies, and the general public
- Must be crossculturally and emotionally competent to interact with individuals from different cultural backgrounds
- Must be available to oncall staff 24/7, including holidays. A designee may be appointed to cover during travel or vacations
- Continuously hold an Illinois Driver’s License with an insurable driving record or ability to obtain one within thirty days of hire
