Comptroller - Residential Field Appraiser (Gulf Coast Texas District)

The Comptroller's office is seeking a Residential Field Appraiser in the Property Tax Assistance Division (PTAD). This role performs journey-level appraisal work. Work involves conducting property value ratio studies, gathering property sales information, and conducting various property appraisals. Represents the Property Tax Division in formal and informal appeals. Works within a multiple-county-region under the direction of supervisor and lead appraiser. Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours. Hours are subject to change based upon business need or division determination. This is an opportunity to work remotely from home and perform the School District Property Value Study within an assigned region. Candidates for this position should reside or be willing to reside in the following counties: Gulf Coast Residential: Burleson, Brazos, Madison, Washington, Grimes, Walker, Austin, Waller, Montgomery, San Jacinto, Fort Bend, Harris, Liberty, Brazoria, Galveston, Chambers Qualifications

Minimum Qualifications Graduation from an accredited high school or successful completion of the General Educational Development test (GED). Six (6) years of appraisal work such as residential, commercial or personal property. Preferred Qualifications: Graduation from an accredited college or university with a bachelor's degree in accounting, business, finance, management or real estate. Eight (8) years of residential appraisal experience utilizing the income, cost and market approach. Licenses/Certifications: Appraiser II requires an appraiser to hold a Level IV RPA designation or another professional appraiser designation. A valid Texas (or state of residency) driver's license and a satisfactory driving record are a condition of employment. Applicants offered an interview must present the following documents at or before the interview: A state issued driving record for the last 36 months; valid Texas driver's license (or state of residency driver's license); and current proof of automobile insurance. In this role you will: Applies local cost modifier, develops land schedules based on sales, consults industry publications, and gathers income and expense information on commercial properties. Assigns sale, costs, and income information related to each property appraisal. Inspects properties and contacts real buyers and sellers for information on the property's real estate market value. Verifies and analyzes sales and real estate market data. Performs detailed research of records, statistics, and performs comparative analyses. Performs data entry into the Field Appraiser System (FAS) and must have a thorough understanding of how the FAS functions. Prepares economic or statistical reports. Examines and verifies real estate records to determine property ownership, incomes, and expenses in connection with real estate ownership. Researches information on the characteristics, assessed values, and confirmed sales of properties. Constructs samples of property types from information and appraisal. Participates in formal and informal appeals. Provides testimony in legal proceedings. Reviews evidence to determine merits. Prepares detailed and complex reports of findings and provides recommendations. Submits appraisal findings to supervisors and/or lead appraisers for review. Performs other work related duties as assigned.
