Director of Finance Job Description Plan, organize, & direct the District's comprehensive financial, human resources, and payroll operations. This role oversees complex financial activities, implements HR programs (including recruitment, negotiations, and employee relations), and manages the maintenance of employee benefits and District-wide payroll systems. This role responds directly to the Superintendent.
Key Representative Duties
Financial Management: Control District-wide financial records, oversee budget preparation (General & Federal Funds), and perform cost-effectiveness analyses for new and existing programs.
Human Resources & Personnel: Develop District HR policies, manage job design, ensure compliance with wage and hour policies & maintain personnel records for all hires.
Payroll & Benefits: Supervise complex payroll processing for certified and classified staff, including the calculation of deductions, retirement, and insurance. Oversee the implementation of employee benefit programs and counsel staff on options.
Compliance & Reporting: Assure internal controls comply with organizational directives and state laws. Prepare financial statements, state-required reports, and maintain individual earnings and attendance records.
Leadership & Training: Supervise assigned personnel, provide in-service management training, resolve staff issues to meet operating objectives and coordinate with other District departments.
Required Knowledge & Abilities
Expertise in Generally accepted accounting and auditing principles (GAAP), MUNIS software, job analysis techniques, and laws/regulations related to school finance and Human resources.
Core Abilities: Ability to analyze complex financial data, communicate effectively with the Board and staff, work independently under tight deadlines, and maintain high levels of confidentiality.
Certification: 42 Hours of continuing education every two years approved by the Kentucky Department of Education; hires after July 1, 2015, must complete the state mandated internship.
Education & Experience Requirements A Bachelors degree and one of the following:
12 hours of accounting class hours
4 years professional experience in a business office setting
At least 2 years' experience in school finance
