Compensation Monthly salary: $6,031.00 – $7,547.00. New-to-State candidates may be hired at the minimum salary of the classification or at the minimum of the alternate range. Effective July 1, 2025, a 3% salary reduction under the Personal Leave Program applies.

Job Type and Telework Permanent, Full‑Time – Hybrid telework eligible; may be eligible for full‑time remote work pursuant to California Government Code Section 14200, at the sole discretion of the Department. Telework‑eligible applicants must reside in California. Headquarters location will be designated based on the selected candidate’s primary residence.

Responsibilities Under the general direction of the Supervisor I, the incumbent independently performs complex technical and analytical assignments related to employee performance management, provides in‑depth consultation to HCD management, and interprets various laws, rules, and regulations established by governing control agencies.

Minimum Requirements

Analyst II classification (required).

Analyst I classification (consideration).

Desirable Qualifications

Experience interpreting and applying control agency laws, rules, and regulations.

Knowledge of the state’s progressive discipline process.

Experience providing consultation to supervisors and managers on employee performance management, probation reports, and performance appraisal summaries.

Experience researching and preparing expectations memos, counseling memos, rejections during probation, and notices of adverse action.

Effective verbal and written communication with various management levels.

Initiative, flexibility, ability to organize workload priorities and work well under pressure.

Ability to develop and evaluate alternatives and present ideas and information effectively.

Proficiency in computer skills and knowledge of software, including MS Word, Excel, Outlook, PowerPoint, Visio, Adobe Pro, PeopleSoft, and SharePoint.

Experience with public speaking or training.
