Position Summary The
Property Manager
is responsible for the day‑to‑day operations of SNVRHA’s multi‑family affordable housing sites and reports to the Director of Affordable Housing or senior management. They perform all duties required to keep everything running smoothly within the assigned site while meeting occupancy and financial goals. Assigned sites may include Affordable, LIHTC, RAD/PBV, Mixed financing, or a combination. The Property Manager supervises supervisory, skilled maintenance, technical, and clerical staff.

Initiate and review all purchase requisitions, approve and review property invoices, resolve discrepancies, procure all goods and services, and prepare move‑in and move‑out reports according to SNVRHA policies.
Prepare technical and financial reports (vacancy reports, aged receivable reports, status reports) weekly and bi‑monthly; prepare and monitor budget(s).
Show and rent apartments: prepare models, show prospective residents, keep a visitor log, review vacancies, notify applicants of vacancies, explain SNVRHA rules and regulations/lease agreements, conduct pre‑occupancy and move‑out inspections, provide excellent customer service.
Complete move‑in paperwork per site financing requirements and complete annual/interim recertifications to ensure compliance.
Review advertising and implement marketing strategies (daily Craigslist postings, signage, flyers, newspapers).
Collect and deposit rent, late fees, resident damages, vending income, laundry income; correspond with residents on outstanding balances; manage payment agreements.
Investigate and resolve resident complaints, enforce lease agreements, send violation letters, take appropriate action for compliance.
Process and serve preliminary eviction proceedings per SNVRHA policies and tenant‑landlord law.
Inspect grounds, buildings, and common areas daily; coordinate with maintenance for curb appeal.
Ensure site compliance with all funding programs: third‑party audits, monthly reporting, rent adjustments, audit resident accounts, verify eligibility, conduct physical inspections.
Prepare LIHTC paperwork; complete annual recertifications; post‑subsidy rent; review, maintain, reconcile HAP and tenant rent accounts.
Respond to emergencies within one (1) hour.
Work overtime as needed.
This position is eligible to participate in the collective bargaining unit (SEIU).
Minimum Qualifications Applicants must possess the following:
High school diploma or GED.
Six (6) years of relevant rental housing property management experience, with broad experience in Affordable Housing and diverse residents.
One (1) year of supervisory experience.
Valid Nevada State‑issued Driver’s License and a satisfactory driving record.
Excellent communication, conflict resolution, negotiation, problem‑solving, crisis management, and organizational skills.
Licenses and Certifications
Accredited Residential Manager (ARM) certification within one year of hire and maintenance thereafter.
Public Housing Manager, Rent Calculation, RAD/PBV, LITHC, HCCP, Blended Occupancy (BOM) certifications within specified time frames if assigned to those sites.
SNRHA utilizes Criteria for online employment testing. Successful candidates will be invited to participate in testing. Failure to participate is considered a withdrawal.
Preferred Qualifications Preferred qualifications include:
Experience working with affordable housing and diverse residents.
Fair Housing & Tenant Landlord Law training certificate.
Screening and Selection Applicants meeting minimum qualifications may be considered for further review. Evaluation factors include cover letter, resume, writing samples, pre‑employment testing, panel interviews, references, and background investigation.
