Justice Court Clerk Supervisor
The Justice Court Clerk Supervisor oversees daily operations of the Heber City Justice Court and provides leadership, training, scheduling, and ensures court coverage, and performance management to justice court staff. This position ensures compliance with Utah State Court rules, judicial directives, and local policies. In addition to supervisory duties, the position performs advanced clerical, administrative, and case-processing functions, including budget preparation, responds to technical questions from the public, and serves as liaison between internal departments, including the Justice Court judge and the city prosecutor's office. Maintains accurate court minutes; performs pre-adjudication court and post-adjudication case processing, prepares criminal cases for court hearings, accesses UCCH, Spillman, BCI, NCIC, and DLD for criminal and driving records, information (charging documents) provided by the city prosecutor, etc.; takes minutes and maintains accurate and confidential records of court proceedings. Documents the tracking for fines, probation, prosecutor motions, community service, and treatment. Maintains the court calendar with court, attorneys, and jails. Provides the necessary paperwork to the defendant, attorneys, and the victims' advocate. Opens and closes the court as required and administers oaths. Processes court orders; receives and docket notices of appeal; under the supervision of the judge; types or prepares supplemental motions, orders to show cause, garnishments, and executions; maintains audio files of court proceedings. Follows all standing orders authorized by the prosecutor and judge. Monitors payments, bank deposits, and trust account payments. Issues warrants, tracks booking reports with jails. Acts as Terminal Access Coordinator (TAC) and accesses the Utah Criminal Justice Information System. Monitors administrative assistants' use and training for misuse and compliance with UCJIS. Compiles reports showing all court activity for the State Bureau of Criminal Identification, State Court Administrator, State Driver License Department, and Heber City to facilitate caseload analysis and surcharges to the state. Trains and monitors UCJIS usage by users and non-users. Follows standing orders authorized by the city prosecutor and the judge, such as pre-qualifying defendants, processing without a court appearance, and handling a plea-in-abeyance contract for traffic matters. Prepares and processes criminal cases, which may include notifying the prosecutor, the victims' advocate, and the attorney. Prepares pre-trial and sentencing protective orders and enters them into a statewide law enforcement database. Gatekeeper for all e-filing with the justice court and assigns e-filing to the Judge and administrative assistants as needed. Coordinates with attorneys on e-filing to set hearings and notify the prosecutor. Coordinates and sets court hearings with defense counsel, prosecutor, public defender, interpreters; maintains liaison and communications with agencies associated with the criminal justice system, such as police department, bail bondsman companies, prosecuting attorney offices, Wasatch County Jail, and out-of-county jails, private counselors, public defenders, and county court. Provides routine support and performs administrative duties in relation to various specialized court programs, including domestic violence, traffic school, etc. Operates Coris software application to maintain calendar; enter case information, and update status and disposition; assists defendants in completing and processing Plea in Abeyance forms and expungements; monitors payments and assures proper dismissal and closing of case files. Performs other duties as required. Required: Graduation from High School or equivalent with two (2) years of specialized training in general office practices and procedures; Five (5) years of progressively responsible experience performing related duties, office management, court administration, or four to five (4-5) years of judicial administrative experience. Or an equivalent combination of education and experience.
