Aleut Federal is seeking a seasoned Senior Proposal Manager to lead enterprise-scale, high-value federal IT and modernization pursuits across civilian and defense agencies.
This role is designed for a strategic proposal leader with deep experience supporting GWACs, IDIQs, and complex multi-volume opportunities. The Senior Proposal Manager will drive capture-to-proposal integration, shape competitive positioning, and serve as a senior advisor to Growth and Executive Leadership on must-win pursuits.
This is a high-impact role responsible for elevating proposal quality, strengthening technical differentiation, and increasing win probability across Aleut’s federal portfolio.
Key Responsibilities
Lead end-to-end execution of high-value, multi-volume federal proposals
Direct color team reviews and executive briefings
Manage complex schedules across cross-functional teams
Serve as proposal lead on strategic “must-win” efforts
Partner with Capture Managers to refine win themes and discriminators
Support teaming strategies and stakeholder engagement planning
Advise on bid/no-bid and pursuit readiness decisions
Shape technical, management, and transition narratives for IT modernization efforts
Align Agile, DevSecOps, data management, cloud, and transformation solutions with evaluation criteria
Provide strategic writing oversight and guidance to team members
Lead development of Corporate Experience and Past Performance volumes
Guide positioning for major GWACs and IDIQs
Support long-term vehicle strategy and on-ramp planning
Mentor Proposal Managers and Writers
Strengthen proposal playbooks and institutional knowledge
Drive continuous improvement and review rigor
Required Experience
12–18+ years of progressive federal proposal leadership experience
Proven success leading large-scale IT and modernization proposals
Experience integrating capture strategy into proposal execution
Demonstrated “must-win” pursuit leadership
Advanced writing, editing, and executive communication skills
Preferred
Experience within a Federal Capture Center of Excellence
Familiarity with Agile, DevOps, ITILv4, and data modernization frameworks
PMP or APMP certification
