Requirements

A minimum of two (2) years of professional work experience in criminal justice, military intelligence, law enforcement, conducting research/interviews, data analysis, investigations, or administrative assistant/executive assistant roles. A post‑secondary degree from an accredited university/college may be used as an alternative for the years of professional work experience on a year‑for‑year basis.

Professional work experience generally includes roles with administrative, supervisory, analytical, or operational responsibilities in structured or corporate settings. Entry‑level roles in the service or retail industry (e.g., McDonald’s, Publix) typically do not qualify.

Proficient in using Microsoft Office Products (Word, Excel, Outlook, etc.)

Valid driver’s license from the Florida Department of Safety and Motor Vehicles by the time of employment.

Preferences

Special consideration may be given to eligible candidates who have bilingual verbal and written skills that meet the agency’s mission.

Active Florida Crime Information Center or National Crime Center certificate.

Minimum Qualifications

Knowledge of record writing techniques.

Knowledge of research and intelligence analysis techniques.

Knowledge of the procedures and techniques for effective verbal and written communication.

Ability to use a personal computer.

Ability to analyze, interpret and summarize criminal intelligence data.

Ability to review large amounts of criminal intelligence data and determine its significance, completeness, and usefulness.

Ability to write reports, investigative summaries and memoranda resulting from information analysis.

Ability to make independent decisions.

Ability to report information clearly, concisely, and accurately, both verbally and in writing.

Ability to plan, organize and coordinate work assignments.

Ability to communicate effectively verbally and in writing.

Ability to establish and maintain effective working relationships with others.

Knowledge of criminal intelligence or military intelligence procedures.

Ability to testify in court.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Selection Process The selection process is a three- to six-month period. Successful applicants must pass the oral interview and written exam, and CJSTC background checks before beginning employment.

Incumbent of position is a member of DFS’ Disaster Response Team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief efforts.

Division Overview The Division of Investigative and Forensic Services encompasses all law enforcement and forensic components within the Department of Financial Services. It investigates a wide range of fraudulent and criminal acts including insurance fraud, worker’s compensation fraud, fire, arson, explosive investigations, misuse of State funds, and fire and explosive sample analysis.

Direct Assistance to Investigators

Performs criminal history and intelligence checks for all sworn personnel as directed.

Directly supports and assists investigators in compiling and analyzing confidential information regarding insurance fraud and arson investigations and recommends investigative directions.

Performs detailed research of criminal investigations and documents related to insurance fraud and arson.

Compiles, analyzes, and disseminates information and criminal intelligence from various agencies, the public, and other sources.

Coordinates inter‑state and intra‑state information concerning criminal activity involving insurance fraud and arson, exercising judgment to ensure accurate dissemination.

Evaluates and analyzes criminal intelligence to predict capabilities, intentions, and vulnerabilities of individuals or groups engaged in insurance fraud, recommending investigative strategies.

Prepares Written Reports and Recommendations

Prepares oral briefings, written reports, and recommendations in the form of intelligence assessments and detailed factual reports for management and field supervisors.

Determines structure and operation of insurance/arson operations by researching and analyzing intelligence information regarding patterns, trends, and movements of groups.

Participates in search warrants by sketching site diagrams, logging evidence, printing evidence labels, and creating inventory lists.

Serves as Terminal Agency Coordinator for FCIC/NCIC terminal, ensuring proper procedures for security and dissemination of criminal history information.

Acts as resource person and responds to information requests from other agencies, representing the Division in meetings.

May require participation on the disaster team, overtime, and travel to other areas.
