The Strategic Partnership Projects (SPP)/Strategic Intelligence Partnership Projects (SIPP) Business Analyst (Business Specialist) will report to the SPP Business Office (SBO) manager. We are seeking a self-motivated, customer-oriented SPP/SIPP Analyst who enjoys working in a dynamic environment. The ideal candidate will be a self-starter, a great teammate, and a high performer in support of our national security mission. Key Responsibilities Strategic Program Compliance & Acceptance (SPP & SIPP):
Execute SPP and SIPP package acceptance, reviewing proposals, funding, and contracts for adherence to MSTS, NNSS, Department of Energy (DOE), and (for SIPP) Intelligence Community requirements. Ensuring proper handling of classified information. Coordinate with sponsors and legal counsel on contracts, especially regarding intellectual property rights and security classifications for SIPP. Manage project information within designated systems, ensuring strict compliance with DOE/NNSA classification and information control policies for SIPP. Coordinate with the DOE-Intelligence (IN) SIPP Program Office, Sponsors, and Contracting Officers (CO) for SIPP Project Proposals, Funding Packages, and Statements of Work (SOW), resolving modifications promptly.
Develop comprehensive cost estimates for SPP and SIPP projects, collaborating with Funds Management and Project/Program Managers, ensuring SIPP estimates account for unique security considerations. Monitor project finances against approved budgets for both SPP and SIPP, addressing variances and assisting with period of performance extensions. Oversee financial reporting, project closeout, and invoicing for SPP and SIPP, particularly for sponsors using classified communication systems. Coordinate with Finance on reimbursable financial plans and collaborate on Contracts and Procurement to ensure policy adherence. Stakeholder Coordination & Project Support (SPP & SIPP):
Serve as a key point of contact for SPP and SIPP funding acceptance, demonstrating discretion for classified communication protocols for SIPP. Interface with various internal and external partners, including external Intelligence Community partners for SIPP, ensuring proper clearance and need-to-know. Collaborate with Mission Development and Project/Program Managers to integrate funding and compliance into project planning, ensuring seamless execution. Provide status updates on SPP and SIPP funding packages and facilitate communication among stakeholders, utilizing appropriate security channels. Participate in regularly scheduled SIPP Analyst coordination meetings, potentially involving travel.
Process Improvement & Data Integrity (SPP & SIPP):
Drive continuous improvement for SPP and SIPP processes, seeking best practices from Field Intelligence Element (FIE) counterparts and addressing classified information handling for SIPP projects. Provide guidance on project information entry to ensure SIPP projects are appropriately protected and advise on derivative classification. Develop processes for internal/external special-purpose reports and maintain historical records for audit readiness. Maintain all final approved unclassified and classified files. Working within statutory requirements, develop and seek approval for federal Agreements, finalizing signatures by DOE and maintaining records.
Qualifications
Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.
Familiarity with federal funds acceptance processes, federal accounting practices, and the DOE SPP/SIPP program is preferred.
Strong experience in financial oversight, including reporting, project closeout, and invoicing, particularly within projects utilizing classified communication systems. Demonstrated ability to create and maintain highest levels of confidentiality, demonstrating discretion for classified communication protocols for SIPP. Ability to manage multiple funding packages, establish professional relationships, and communicate effectively and diplomatically. Demonstrated ability to achieve operational excellence, resolve discrepancies, and exercise independent judgment under pressure. The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work schedule will be 4/10's Monday through Thursday (subject to change). Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver’s license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications.
