
Paralegal or Senior Paralegal

Job Summary: This is para-professional work under the direction and supervision of staff attorneys performing legal research and providing other support to staff attorneys.
All Office of General Counsel staff (OGC) are based in the District’s Palatka Headquarters. Palatka is centrally located in northeast Florida and is within commuting distance of several metropolitan areas, including Jacksonville, Gainesville, and St. Augustine.
Job duties include:
Conduct legal research and analysis and prepare legal memoranda
Litigation support:
Prepare draft pleadings and motions for litigation
Provide critical review and analysis of final judgments, administrative final orders, and opposing legal documents (e.g., complaints, petitions, briefs and motions)
Serve as an administrator for the District’s eDiscovery software system
Assist in trial preparation and support for hearings, trials, depositions, and meetings
Support attorney review and preparation of documents related to conservation easements and operation and maintenance of permitted stormwater systems
Research District permitting files utilizing the District’s permitting software
Provide support and coordination for District responses to public record and discovery requests and serve as primary point of contact for public records matters for the Office of General Counsel
Provide legislative monitoring and support, including tracking bills, preparing legislative analysis, and responding to staff inquiries
Provide analysis and support for staff inquiries regarding regulatory and administrative programs and District policies
Maintain the subject matter index of district final orders and the index of settlement of regulatory enforcement actions.
Ability to:
Adapt and support multiple attorneys
Independently gather and analyze facts and evidence and evaluate its applicability in resolving legal issues
Perform substantive legal research and analysis, identifying pertinent laws and legal authority
Draft legal documents, such as pleadings, memoranda, and motions
Communicate clearly (written and verbal)
Organize documents for administrative proceedings and civil litigation
Work both independently and in a team environment
Prioritize and manage multiple assignments
Technical Skills: Legal research; legal writing; legal analysis; review of legal documents; document management (paper and digital); real property law; virtual meeting applications (e.g., Teams, Zoom); and District computer applications (Microsoft 365, SharePoint, Everlaw, Adobe Pro, E-Reg).
Minimum Qualifications: Paralegal: An associate degree from an accredited two-year college in Paralegal studies or a related field. Paralegal work may substitute on a year-for-year basis for the required college education.
Senior Paralegal: Must be a Florida Registered Paralegal or meet the educational and work experience requirements necessary to become a Florida Registered Paralegal.
Preference will be given to candidates with technical skills, professional competencies, and experience aligned to the position.
Additional Details: Anticipated Starting Salary Range:
Paralegal: $50,065.60 - $62,587.20
Senior Paralegal: $57,324.80 - $71,635.20
Starting salary is based on qualifications and experience.
