Responsibilities

Minimum Qualifications
- Minimum of six (6) years of experience leading complex IT system development and operations including analysis, development, testing, deployment, and application support within a large, multi‑stakeholder enterprise environment.
- Minimum of three (3) years of supervisory experience. Two years of experience in a Systems Architect classification or an external IT Architect role may substitute for two years of the required supervisory experience.
- Supervisory or managerial experience overseeing technical staff, including hiring, performance management, and workforce planning, and experience managing budgets or participating in budget planning, resource forecasting, or contract oversight.
- Experience managing large‑scale IT projects or programs, including resource allocation, risk management, prioritization, and stakeholder communication.
- Experience with enterprise software engineering practices, including SDLC methodologies, requirements analysis, testing, and version control.
- Experience working in a complex, multi‑stakeholder environment, collaborating with technical teams, business partners, leadership, and vendors.
- Experience developing or supporting enterprise applications, preferably using Java or similar enterprise technologies.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer‑focused approach grounded in active listening, empathy, and solution‑oriented problem‑solving to deliver positive user experiences.
Preferred Qualifications
- Proven experience in strategic planning setting measurable long‑ and short‑term objectives while managing enterprise‑level services, coordinating across public‑sector environments, and supporting statewide technology initiatives.
- Expert communication and leadership skills with the ability to lead groups, build buy‑in, collaborate effectively with state technology leaders, and apply working knowledge of DHS and MNIT policies, procedures, and organizational goals.
- Experience managing large blended teams of state employees and contractors, including contract oversight, vendor performance management, and developing SOWs, participating in RFP processes, or securing APD approvals for federally funded IT projects.
- Experience participating in enterprise architecture governance, cross‑agency planning, or statewide technology strategy efforts, with demonstrated ability to ensure compliance with data privacy requirements, IT security policies, and incident response processes in regulated environments.
Strongly Preferred Qualifications
- 10+ years of IT application development experience and 6+ years of supervisor or managerial experience, including leading large‑scale health care or human services IT teams, overseeing complex projects, and sustaining full application development and operational lifecycle.
- Experience with the Cúram Social Program Management (SPM) Platform and/or Java‑based enterprise systems, including supporting or managing DHS, MNsure, county, or tribal health and human services applications such as METS or SMRT.
