Contract Specialist
You will be responsible for performing pre-award and post-award contract functions and for overall administration of all facets of assigned contracts. You will provide advice on the development of requirements, specifications or statements of work to ensure that government contracts for the required services and supplies are fulfilled in the most cost effective and efficient manner. You will identify contractual ramifications and propose risk mitigation strategies. You will negotiate new procurement actions in the form of job/task orders under master ship repair and master nuclear support contracts (MSR) for new work performed after ship delivery. You will review and analyze contractor proposals and price quotes for conformance with the solicitation or statement or work. You will interpret contract clauses and provisions for customers (government and contractor) and provide appropriate advice and guidance. You will review justification for sole source and other required clearances and prepare necessary documentation. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
