Performs supervisory work directing fire suppression, rescue, emergency medical response, station maintenance, and training activities. An employee in this class supervises and participates in all daily operations at the fire station on an assigned shift. He/she may be assigned to an administrative assignment as needed. The employee supervises and participates in emergency incident response including fire, rescue, emergency medical, and hazardous materials incidents; coordinates maintenance of station apparatus, equipment, and facilities; shift training; and completes fire reports. Other duties include coordinating various projects for the department in collaboration with the community and/or other agencies.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary. Responsibilities

Supervises fire personnel assigned to station and/or relief firefighters assigned to the station to insure effective utilization of staff and maintenance of equipment and facilities.

Inspects personnel, station, and equipment for proper appearance and condition; participates in maintenance and physical fitness training.

Responds to fire alarms and other emergency calls and determines effective actions to be taken by responding unit or units; directs incidence response operations, as required or in major emergencies, until arrival of another incident commander.

Prepares reports on incidents and response; prepares and maintains records of pre-incident plans; may participate in inspections and related record-keeping.

Assists in maintaining equipment in good operating condition; assigns, supervises, and participates in routine maintenance tasks related to equipment, stations, and grounds; assures equipment is returned to readiness after returning to station.

Oversees apparatus preventive maintenance, equipment maintenance, and station maintenance.

Leads the Fire Company in the preparation of pre-fire plans and conducting fire safety inspections.

Coordinates various projects associated with readiness and general station operations, including but not limited to training, equipment maintenance, safety, hose testing, pumper testing, hydrant maintenance, and miscellaneous projects.

Coordinates various projects for the department requiring coordination of paid and volunteer staff.

Plans and performs employee training and performance coaching.

Stays abreast of state-of-the-art fire, hazardous materials, and rescue procedures, techniques, and equipment, to incorporate the necessary changes into in-service training.

May serve in the absence of the Battalion Chief.

Provides educational programs, tours, and information to the public.

Performs other related duties as assigned.

Knowledge and Abilities

Knowledge of modern methods of combating fires, incidence response, and the use and maintenance of related equipment.

Knowledge consistent with required emergency medical certification level.

Knowledge of departmental rules and regulations.

Knowledge of the physical layout of the City and related facilities.

Knowledge of modern and effective supervisory principles and practices, laws and regulations.

Knowledge of the City’s personnel policies.

Ability to effectively plan, prepare, and conduct in-service training on firefighting, rescue, incident response, and equipment operations for public safety personnel.

Ability to provide performance coaching and evaluation, technical advice, motivations, effective communications, and training of employees.

Ability to provide leadership and inspire calm control while supervising emergency incident scenes.

Ability to maintain effective working relationships with employees, volunteers, and members of the public.

Ability to make sound judgments in emergency situations.

Minimum Education and Experience Requirements

Associate’s Degree in Fire Science or related field;

Six (6) years of service with the Goldsboro Fire Department

Two (2) years served as a Fire Engineeer

Or an equivalent combination of education and/or experience.

Special Certifications and Licenses

Six years of service with the Goldsboro Fire Department

Two years served as a Fire Engineer

Performance evaluation of 3.5 minimum

N.C. EMT certification

N.C. Firefighter Certification

N.C. Class B Driver’s License

N.C. Driver Operator Pumps Certification

N.C. Driver Operator Aerials Certification

GFD Fill in Officer Program (Completed)

N.C. Fire Officer I

N.C. Certified Fire Instructor

N.C. Fire Inspector Level I

Possession of a valid Class B North Carolina Driver’s License

Possession of North Carolina Firefighter I certification

Possession of North Carolina Fire Officer II certification

Possession of Haz‑Mat Operations Level certification

Possession of EMT certification

Possession of North Carolina General Fire Instructor

Possession of Fire Inspector Level I & II certification

Possession of a Qualified Fire Instructor certification

Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to lift, carry, push, pull or otherwise move objects. The work may require specific physical characteristics and abilities such as heightened strength, mobility, dexterity and full range of motion. The following additional physical abilities are also required: manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, and visual acuity.

Unavoidable Hazards (Work Environment) Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken. Employees are subject to OSHA requirements on blood borne pathogens and may be exposed to atmospheric conditions and environments requiring the use of protective clothing or equipment such as masks, coats, boots, goggles, gloves, or shield. The work may be performed indoors or outdoors, in extreme weather, and or include exposure to various hazards such as high heat, chemicals, moving mechanical parts, electrical current, heights, and confined spaces. The employee may also be required to wear a respirator while engaged in work involving risks requiring special safety precautions, e.g. working around moving parts or machines, irritating chemicals, etc.
