Job Overview Position: Contract Specialist V (Functional Title: Contract Specialist V) – Department: AES OOA Ops‑DDS Contract Mgmt, State: Texas, Location: Austin, TX. Salary: $5,425.33–$8,886.16 monthly. Telework eligible. Regular full‑time, non‑exempt.

Responsibilities

Serve as subject matter expert on contracts for goods and services, leading procurement development, budget reviews, and contract funding allocation.

Lead contract development through execution, initiate amendments, monitor contractor performance, provide technical assistance, and close out contracts.

Ensure compliance with federal, state, and agency policies, preparing executive‑level reporting (status updates, escalations, minutes).

Perform contract monitoring, validate key performance requirements, and manage contract amendments, renewals, extensions, and sanctions.

Coordinate with stakeholders including program staff, procurement, legal, finance, and external contractors to maintain contractual accountability.

Generate reports on contractor performance, identify barriers and risks, and support continuous improvement of contracting processes.

Assist in legislative sessions and other agency obligations as needed.

Essential Job Functions (EJFs)

Coordinate and support agency procurements such as MOUs, interagency contracts, intra‑agency transfers, and complex procurements.

Lead ES Procurement and Contracting Functions, ensuring timely documentation, compliance, and clear reporting.

Develop procurement strategies, risk assessments, executive memos, and vendor communications.

Conduct monitoring activities, provide technical assistance, and validate performance metrics.

Develop procedures for performance accountability, negotiate contract amendments and sanctions, and ensure proper closeout.

Perform additional duties, including participation in legislative sessions.

Qualifications

Bachelor’s degree or equivalent experience (four years in lieu of a degree).

At least one year of experience in procurement or contract management (five years if substituting for a degree).

Proficiency in MS Office Suite (Excel, Word, PowerPoint) and experience interpreting federal and state HHS policies.

Preferred experience with SCOR, Salesforce, and CAPPS Financial software.

Knowledge, Skills, and Abilities (KSAs)

Deep knowledge of contract administration, performance analysis, risk assessment, and reporting.

Strong written and verbal communication, report editing, and correspondence skills.

Effective relationship building, project management, time management, and use of Microsoft products.

Ability to lead and facilitate workgroups, manage procurement activities, solve problems, and interpret policies.

Certifications Must hold a current and valid Certified Texas Contract Manager (CTCM) certification issued by the Texas Comptroller’s Office, or obtain it within the first six months.

Initial Screening Criteria

Education: Bachelor’s degree from an accredited university or college OR four years of relevant experience in lieu of a degree.

Experience: Minimum one year in procurement, contract management, or contract monitoring (five years if substituting for a degree). Experience with SCOR, Salesforce, CAPPS not required but preferred.

Additional Information Telework is eligible but subject to agency policy and supervisor discretion. Travel up to 5% may be required. Must be willing to work on site at 701 W. 51st St., Austin, TX as needed.
