The City of Tucson is hiring Community Safety Navigators focused on substance use response and recovery support.
These positions will support Tucson’s work under the Bureau of Justice Assistance’s Comprehensive Opioid, Stimulant, and Substance Use Program (COSSUP). COSSUP is a federal initiative that provides funding and technical assistance to help state and local governments develop coordinated strategies to identify, respond to, treat, and support individuals impacted by substance use.

Community Safety Navigators will work directly with individuals and families impacted by substance use, helping connect people to treatment, recovery services, and community resources. The role collaborates with Tucson Police, Tucson Fire, and community partners to support overdose response, harm reduction outreach, and service navigation.
The position is well suited for individuals with experience in substance use recovery, peer support, community outreach, or service coordination. Professional, volunteer, or lived experience working with individuals impacted by substance use is highly valued.
In addition, the Tucson Police Department is hiring a Substance Recovery Program Manager who will lead the COSSUP grant and oversee implementation of Tucson’s substance use response efforts.
