Brief Job Description The Contract Specialist V reports to the Manager Contract Administration and Contract Oversight within the Medicaid/CHIP Division. The position performs advanced consultative services and technical assistance to ensure Texas Medicaid Management Information Systems (TMMIS) and Medicaid Enterprise System (MES) contractor services meet contractual obligations and State expectations. CACO monitors contract requirements, identifies performance trends, and evaluates improvement activities or contract remedies when non‑compliance issues arise. The contract specialist leads assigned contract requirements, develops and implements complex performance management plans with other team members, coordinates with stakeholders, consolidates input for formalized monitoring reports, develops corrective plans, and participates in overall monitoring and performance reporting of the TMMIS and MES contracts. The role requires working under minimal supervision with extensive latitude for initiative and independent judgment.

Essential Job Functions

Develop and implement complex performance management plans for contracts, including monitoring key performance measures, periodic review of contract requirements, onsite contractor performance reviews, and updates in response to monitoring, audit, and findings. (20%)

Research and consolidate performance metrics and stakeholder feedback into formalized contract monitoring reports, incorporating contractor reports, internal metrics, national and state benchmarks, and best practices. Coordinate with other HHS Enterprise agencies for broad input. (20%)

Develop corrective plans, conduct root cause analysis, coordinate with compliance, stakeholders, and legal to determine appropriate contract remedies, and present recommendations to the Steering Committee for final approval. (20%)

Coordinate with other CACO members to ensure interdependent performance management plans, collaborate with HHS Enterprise staff as needed, collect program monitoring information, and address contract changes for other program areas. (10%)

Serve as part of the TMMIS and/or MES contract management team, facilitating cross‑division collaboration, horizontal and vertical communication, project prioritization, and resource utilization in contract monitoring. (10%)

Registrations, Licensure Requirements or Certifications Requires certification, or the ability to achieve certification within 1 year of hire date, as a Certified Texas Contract Manager.
