General Purpose The Multifamily Property Manager is responsible for the overall management, operations, and regulatory compliance of assigned conventional multifamily and progressive housing properties. This position ensures properties are maintained in a safe, attractive, and financially sound condition while supporting stable housing opportunities for residents. The Property Manager oversees leasing, rent collection, tenant recertifications, regulatory compliance, and coordination of maintenance services. The position also ensures readiness for regulatory audits and Management and Occupancy Reviews (MORs).

Property Operations

Manage the day-to-day operations of assigned conventional multifamily and progressive housing properties.

Ensure properties are maintained in a safe, clean, and attractive condition.

Conduct regular property inspections to ensure compliance with housing standards and agency policies.

Coordinate with maintenance staff to ensure timely completion of work orders and preventative maintenance.

Monitor property conditions and address maintenance or safety concerns promptly.

Leasing and Occupancy

Market available units and maintain high occupancy levels.

Process applications, screen prospective tenants, and execute leases in accordance with agency policies and fair housing requirements.

Maintain and manage waiting lists as applicable.

Conduct move-in and move-out inspections.

Ensure proper documentation for tenant eligibility and program participation.

Rent Collection and Financial Management

Collect rent payments and monitor delinquent accounts.

Initiate collection actions and coordinate eviction proceedings when necessary in accordance with agency policy and applicable laws.

Maintain accurate financial and occupancy records.

Assist with the preparation and monitoring of property operating budgets.

Compliance and Regulatory Oversight

Ensure assigned properties comply with all federal, state, and local housing regulations as well as agency policies.

Maintain accurate tenant files in accordance with regulatory and agency documentation requirements.

Monitor lease compliance, occupancy standards, and property rules.

Tenant Recertifications

Oversee and complete annual and interim tenant recertifications in accordance with applicable housing program regulations.

Verify tenant income, assets, and household composition.

Calculate tenant rent and ensure proper documentation of eligibility and compliance.

Maintain recertification schedules and ensure certifications are completed within required timelines.

Management and Occupancy Reviews (MOR)

Prepare properties and tenant documentation for Management and Occupancy Reviews conducted by regulatory agencies, investors, or contract administrators.

Conduct internal file reviews to ensure compliance prior to inspections or audits.

Coordinate responses to MOR findings and implement corrective action plans when deficiencies are identified.

Work with compliance staff, auditors, and regulatory agencies to maintain program compliance.

Progressive Housing Support

Support residents participating in progressive housing programs designed to promote housing stability.

Monitor compliance with program participation requirements when applicable.

Resident Relations

Serve as the primary point of contact for residents.

Address resident concerns, complaints, and service requests in a professional and timely manner.

Enforce lease terms, community rules, and agency policies.

Promote a safe and respectful community environment.

Reporting and Documentation

Prepare reports related to occupancy, rent collection, compliance activities, and property performance.

Maintain accurate records and documentation in accordance with agency policies and regulatory requirements.

Other Duties

Participate in audits, inspections, and agency reviews.

Attend staff meetings, training sessions, and professional development opportunities as required.

Perform other related duties as assigned.

Supervisory Responsibilities

May supervise leasing staff, administrative support staff, or other property management personnel as assigned.

Coordinate daily activities of maintenance staff in collaboration with the Maintenance Supervisor.

Provide guidance, training, and direction to property staff to ensure efficient property operations and compliance with agency policies.

Assist in staff performance evaluations and provide input regarding training and development needs.

Knowledge, Skills, and Abilities

Knowledge of multifamily property management principles and practices.

Knowledge of fair housing laws and landlord-tenant regulations.

Understanding of affordable housing compliance requirements, including tenant eligibility and recertifications.

Ability to prepare properties for regulatory inspections and MORs.

Strong organizational and record‑keeping skills.

Strong customer service and conflict resolution skills.

Ability to manage multiple priorities and deadlines.

Proficiency with property management software and Microsoft Office applications.

Minimum Qualifications

Bachelor’s degree in Business Administration, Property Management, Public Administration, or related field preferred.

Three (3) to five (5) years of experience in multifamily property management.

Equivalent combination of education and experience will be considered.

Experience with affordable housing programs, tenant recertifications, or regulatory compliance (preferred).

Valid driver’s license.

Multi‑Family Housing Specialist Certification (preferred) or obtain within 6 months.

Physical Requirements

The position requires moderate physical exertion. This position requires sitting, standing, bending, stooping, climbing, crouching, reaching, pushing/pulling up to 50 lbs., and lifting to 25 lbs.

Working Conditions

Working indoors and outdoors. Potential exposure to hazardous conditions at times. Working in moderate to severe temperature or weather conditions. The environment may produce loud noise at times.
