Position Overview Kinetic Concepts is seeking a Foreign Military Sales (FMS) Program Analystto support the Defense Information Systems Agency (DISA)Security Cooperation mission at Fort Meade, Maryland. This position supports international partner capability development through the planning, tracking, and execution of Foreign Military Sales programs.
The role requires strong program management discipline, attention to detail, and the ability to coordinate across government stakeholders while maintaining compliance with established acquisition and security cooperation processes.
The position will start on
April 13, 2026
, allowing for a one-week transition and knowledge transfer period with the outgoing incumbentto ensure continuity of operations.
Work Location This position follows a hybrid schedule with one fixed day per week onsite at Fort Meade, MD. Telework is authorized for the remaining days; however, candidates must live within commuting distance of Fort Meade and maintain the ability to report onsite on short notice to support mission requirements.
Key Responsibilities
Develop and track Foreign Military Sales (FMS) Plans of Action and Milestones (POA&M) to ensure program requirements are planned, acquired, and delivered according to schedule.
Monitor program execution and provide recommendations to maintain alignment with POA&M timelines and milestones.
Maintain and update FMS case milestone data within program databases and visualization tools using information from the Defense Security Assistance Management System (DSAMS).
Maintain and organize FMS case documentation within SharePoint in accordance with established records management procedures.
Prepare and coordinate content for the DISA Security Cooperation Monthly Newsletter.
Maintain tracking for Periods of Performance (PoP) associated with FMS case lines and provide analysis regarding upcoming expirations.
Prepare funding documentation packages supporting contract funding actions and program office execution of FMS cases.
Maintain and update the FMS Case Management Standard Operating Procedure (SOP) and incorporate process updates as required.
Provide meeting and program support, including development of briefing materials, presentations, meeting minutes, action item trackers, background papers, talking points, and follow-up coordination.
Minimum Qualifications
Bachelor’s degree from an accredited institution.
Active Secret security clearance (interim clearances cannot be accepted).
Enrollment in the DoD Continuous Evaluation (CE) program.
Minimum three (3) years of professional experience, preferably supporting federal programs.
Experience supporting international programs, security cooperation initiatives, or Foreign Military Sales (FMS) activities.
Ability to comply with the hybrid work schedule and maintain residence within commuting distance of Fort Meade.
Preferred Qualifications
Experience with Power BI or similar data visualization tools.
Experience with the Defense Security Assistance Management System (DSAMS).
Familiarity with DoD Security Cooperation processes and program management environments.
Experience supporting program offices within the Department of Defense.
