Job Summary The Executive Director of HR provides strategic leadership for all HR functions, including talent acquisition, total rewards, HRIS, talent management, employee relations & engagement. The role collaborates with the CHRO and executive leaders to align human‑capital strategy with JPS business strategy, fostering a human‑centered, high‑performing culture that supports patient‑centered care, operational excellence, and community service.

Essential Job Functions & Accountabilities

Collaborate with the CHRO to develop and implement system‑wide HR strategies that attract, engage, develop, and retain high‑quality talent.

Promote a culture aligned with organizational values, emphasizing exceptional patient care and operational excellence.

Advise on workforce initiatives that support growth, compliance, and resilience.

Provide strategic oversight of HR program design and delivery across all functions, ensuring alignment with overall HR strategy and business objectives.

Partner with senior leadership to prioritize and implement HR programs, aligning the HR agenda with the JPS delivery model.

Lead targeted HR initiatives to impact key metrics such as human‑capital costs, employee engagement, retention, and competitive rewards, using people data analysis.

Communicate effectively with leadership and employees about significant HR policy changes.

Drive continuous HR process improvement through assessments, recommendations, and technology adoption.

Keep leadership informed of significant issues that may threaten organizational goals.

Implement targeted HR interventions addressing organizational challenges and enhance the employment brand.

Provide strategic insights to improve operational performance.

Lead HR change initiatives, mitigate resistance, and support transition management.

Oversee annual operating budgets and monitor compliance within budget constraints.

Develop and revise HR policies and procedures, ensuring regulatory compliance and risk mitigation.

Perform other duties as assigned.

Required Qualifications

Bachelor’s Degree in Human Resources or a related field from an accredited university, plus 12 years of progressive HR leadership experience.

OR

Master’s Degree in Human Resources or a related field from an accredited university, plus 10 years of progressive HR leadership experience.

Preferred Qualifications

Master’s Degree in Human Resources or a related field from an accredited university.

Progressive HR leadership experience in a healthcare setting.

Professional HR certifications such as PHR, SPHR, GPHR, SHRM‑CP, or SHRM‑SCP.
