Special Instructions Summary Work Schedule:

District employees can apply for the Flexible/Hybrid Work Program, working a hybrid schedule of remote work and in-person each week. Probationary Period:

This is a designated classified management position subject to a six‑month probationary period.

Salary:

Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable. The candidate selected for employment may need to submit official transcripts, as applicable, before the first duty day and will be required to provide identification and employment eligibility as outlined in the Immigration Reform and Control Act. NOCCCD will not sponsor any visa applications.

Recruitment:

The District may choose to fill one or more positions from this recruitment within eight (8) months.

Possession of the minimum qualifications does not guarantee an interview. At the time of the interview a written exercise and/or an oral presentation may be required. A second interview will be required for candidates selected as finalists.

Employment:

100% Full Time, 12‑month term, Monthly work schedule Monday–Friday, 8:00 a.m.–5:00 p.m. (some flexibility for evenings and weekends may be required).

About the District The North Orange County Community College District (NOCCCD) serves approximately 60,000 students annually at three institutions: Cypress College, Fullerton College, and North Orange Continuing Education. The district’s service area includes 155 square miles, 18 cities and communities, and 16 school districts, serving over one million diverse people.

Primary Purpose Under the direction of a Vice Chancellor, the Executive Director serves as the District’s Chief Technology Officer (CTO), responsible for planning, organizing, directing, administering, reviewing, implementing and evaluating the overall policies and goals for information technology and services across the district.

Essential Functions Develop strategic plans, assess innovations, negotiate with vendors, prioritize districtwide IT projects and oversee implementation. Coordinate the rollout of central administrative applications. Recommend short‑ and long‑term plans, policies and procedures. Apply industry standards and maintain communication with user groups. Manage major districtwide databases and enterprise systems. Ensure confidentiality, security, and integrity of electronic assets. Support mission‑critical technology solutions and provide strategic guidance on emerging services. Act as liaison with the user community, advocate for user needs, and maintain open communication. Conduct training, workshops and in‑services for staff and users. Evaluate technology solutions, advise on innovations, and supervise technical support. Lead the district’s online services, products and programs, consulting with stakeholders. Promote a welcoming, inclusive environment and support diversity initiatives for staff and students.

Special Requirements All degrees and coursework used to satisfy minimum qualifications must be from accredited post‑secondary institutions. The award of all degrees must be verifiable on a legible transcript.

Minimum Qualifications

Bachelor’s degree from an accredited institution in Computer Science, Public Administration, Business Administration, or a closely related field, or an equivalent combination of education and experience.

Minimum ten (10) years of progressively higher responsibility experience in information systems, including project management, network administration, and system analysis.

Commitment to diversity and demonstrated sensitivity to diverse student, faculty and staff backgrounds.

Must be able to demonstrate how such experience relates to achieving the goals of the position.

Desirable Qualifications

Experience leading or actively participating in shared governance committees.

Experience overseeing enterprise project management, ERP implementations, secure network infrastructure, advanced systems analysis and software as a service.

Experience developing IT strategic plans that align technology investments with institutional goals and student success.

Experience managing large technology budgets, including capital, operational, and bond‑funded projects.

Demonstrated success in delivering equitable IT services and support to a diverse population.

10+ years of IT experience, including 5+ years of leadership in technology strategy.

Experience in an equity‑minded manner and ability to provide an inclusive environment.

Working Conditions Office environment with frequent interruptions, interactions with others, sitting or standing for up to 2–3 hours at a time. May require off‑site duties.

Salary Range $190,126 – $239,986 annually.
