Job Description

Develop strategic plans, assess various technical innovations, negotiate with vendors, prioritize Districtwide Information Technology projects and oversee project management related to implementation. Coordinate and provide strategic direction to the ongoing development rollout of central administrative applications.

Develop and recommend short and long-term plans, policies and procedures covering all areas of Information Technologies Services in the District. Develop and encourage the adherence to information technology standards.

Works with a variety of tools and technologies across areas of information technology to plan, analyze, develop, configure, administer, maintain, optimize, or implement systems or applications software, hardware, databases, networks, processing, operations, end‑user support, training, security etc.

Develop, maintain and support computing and communications services that balance centralized and decentralized approaches to meeting the technology needs of academic and administrative users.

Direct, through staff, the District’s telecommunications programs and other centralized computer/technology services functions.

Manage, design, and maintain major districtwide databases, enterprise systems, and information and decision support systems. Direct studies of technological advancements in information technology; evaluate the applicability of new approaches to information systems for the District and initiate changes in system design, hardware capacity, configuration and resource allocation.

Ensure confidentiality, security, and integrity of all electronic information assets and information technology infrastructure.

Support the mission of the District through innovative, secure and stable technology solutions. Research new and innovative technologies, assess and update the direction of information technology and services for the District including, but not limited to, voice, data, media services, wireless, library technical, teleconferencing, multimedia and instructional development, and video capabilities. Anticipate, prevent and resolve problems and concerns.

Confer with and coordinate user groups regarding application capabilities, feasibility in developing specific application systems and determining system requirements and modifications for assigned application systems.

Maintain a liaison relationship with the District and college user community; act as a user advocate in the Information Technology department; promote new systems and services to these user communities.

Assure the timely preparation, maintenance and distribution of reports and records as required by federal, State, local, and District regulations; inform senior administrators and other District staff of the status of assigned functions, programs and services.

Communicate complex technology issues clearly to non-technical parties in oral and/or written format and make effective presentations; ensure open communications between users and technical groups. Provide senior administrators and other District personnel with regular updates on projects and activities.

Coordinate and participate in the training of the users; perform regular workshops and in-services. Train, evaluate and provide work direction to assigned staff.

Participate in the evaluation, costing, selection, testing, and implementation of all applications‑related software and hardware; advise on current application technology innovations.

Provide on‑site leadership, coordination, supervision and technical support for Districtwide software applications, technology systems and services.

Participate in establishing and maintaining the creative vision and direction for online services, products and programs related to area of assignment; consult with students, faculty, staff and administration on the development and delivery use of assigned technology systems and services; convene or serve on design teams as appropriate.

Demonstrate sensitivity to and understanding of the disabilities and diverse academic, socioeconomic, cultural, and ethnic backgrounds of students. Provide leadership in District/College efforts to increase the diversity of faculty and staff, to address student achievement gaps, and in the creation of a welcoming and inclusive work and educational environment.

Assist and promote the growth and success of a diverse population of students and employees through the development of interculturally competent and equity‑minded management and leadership abilities. The ideal candidate should have experience in this area with African Americans, Latinx, Native Americans, Pacific Islanders and other disproportionately impacted students and employees.

Perform other related duties as assigned.

Primary Purpose

Under the direction of a Vice Chancellor, the Executive Director of Information Technology and Services serves as the District’s Chief Technology Officer (CTO); plans, organizes, identifies, directs, administers, reviews, implements and evaluates the overall policies and goals for information technology and services for districtwide, multi‑location and multi‑networked administrative systems, classroom instruction, and telecommunications. The CTO is responsible for the Information Technology functional management including procedural analysis, coordination of activities, personnel supervision, budget, procurement, staff training, and long‑range planning.

Working Relationships

The Executive Director, Information Technology and Services maintains frequent contact with colleges and NOCE, administrators, faculty, staff and on occasion, students and also maintains frequent contact with external vendors and contractors.

Knowledge, Skills, and Abilities

  • Knowledge of a shared governance mode
  • Knowledge of principles, practices and techniques of information systems management, including applications design, hardware and software options for administrative, business and academic functions and the cost‑benefit of systems alternatives
  • Knowledge of applications design principles and development methodologies and tools
  • Knowledge of principles and practices of program development and administration, budget preparation and administration, training, and performance evaluation
  • Knowledge of pertinent federal, state and local laws, codes and regulations relating to information systems management
  • Ability to provide leadership in planning and implementing effective and efficient information management systems
  • Ability to concurrently direct multiple projects related to applications, programming and user training
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Demonstrate professionalism, fairness and honesty in all aspects of performance of duties
  • Knowledge and understanding of the diverse academic, socioeconomic, cultural, disability, gender, gender identity, sexual orientation and ethnic backgrounds of community college students, faculty and staff
  • Knowledge of current and emerging technologies, trends and best practices in IT

Minimum Qualifications

  • Possession of a bachelor’s degree from an accredited institution in Computer Science, Public Administration, Business Administration, or a closely related field or an equivalent combination of education and experience
  • Minimum 10 years of experience at progressively higher levels of responsibility in information systems which should include: project management, network administration, and system analysis.

Desirable Qualifications

  • Experience leading or actively participating in shared governance committees within a complex organization.
  • Experience directly overseeing comprehensive information systems, including enterprise project management, ERP implementations, secure network infrastructure, advanced systems analysis, and software as a service.
  • Experience developing IT strategic plans that align technology investments with institutional goals and student success.
  • Experience with managing large technology budgets, including capital, operational, and bond‑funded projects.
  • Demonstrated success in delivering equitable IT services and support to a diverse population, ensuring accessibility and digital inclusion for all users.
  • 10+ years of experience in information technology, including 5+ years of leadership experience driving and influencing technology strategy.
  • Prior experience in approaching work and interactions with colleagues and/or students in an equity‑minded manner. Ability to provide an inclusive and welcoming work/educational environment.

Working Conditions

Office environment; subject to constant interruptions and frequent interaction with others; sitting or standing for long periods at a time (up to 2‑3 hours); may require off‑site duties and activities.

Salary Range

$190,126 - $239,986 Annually

Special Instructions Summary

Work Schedule: District employees can apply for the Flexible/Hybrid Work Program, working a hybrid schedule of remote work and in‑person each week. Approval and number of in‑person days may vary by position/department. Questions regarding the work schedule may be discussed with Hiring Manager if selected as an interview candidate.

This is a designated classified management position subject to a six month probationary period.

Initial salary placement will be determined by the Office of Human Resources in accordance with Board Policy and is not negotiable. The candidate selected for employment may need to submit official transcripts, as applicable, prior to the first duty day, and will be required to provide identification and employment eligibility as outlined in the Immigration Reform and Control Act. NOCCCD will not sponsor any visa applications.

The District may choose to fill one or more positions from this recruitment within eight (8) months.

Minimum Qualifications – Experience: One year of experience is equivalent to 12 months of experience at a maximum of 40 hours per week (full time). Applicable part‑time experience will be converted to the full‑time equivalent for the sole purpose of meeting the experience minimum qualification (example: Twelve (12) months of part time work experience is equivalent to six (6) months full time).

Minimum Qualifications – Education: 24 units are equal to one year of education. As applicable, education must be from a regionally accredited institution and verifiable on a legible unofficial transcript.
