Salary: $193,165 – $202,495 (Salary Schedule 25–26 NRSUP)

Reports To: Superintendent Employment Type: Certificated Hours per Day: 8.0 Days per Year: 248 (+12 Holidays) = 260

Job Description Provide executive-level support for the Office of Special Services, leading the plan, implementation, and supervision of all special education programs within the district. The Executive Director sets the tone and strategic direction for special education across South Kitsap, working closely with the Superintendent and serving as the district’s primary special education leader at the cabinet/executive level.

Responsibilities

Lead, inspire, and innovate in special education and curriculum-related areas.

Demonstrate in-depth knowledge of special education, both instructional and administrative.

Build a culture of responsiveness, collaboration, and problem‑solving with families and staff.

Set expectations for service, communication, and partnership across the system.

Develop a multi‑year strategy to strengthen special education services and outcomes.

Identify system improvements related to MTSS, inclusion, and student success, and monitor key indicators.

Ensure alignment between Special Education, Teaching and Learning, Student Support, and building leadership.

Advise the superintendent and board on major initiatives, trends, and needs.

Build trust and partnership with families and advocacy groups; lead communication during complex or sensitive situations.

Supervise the Assistant Director and other central office leaders; support principals and other educators.

Recruit, retain, and develop strong special education leadership and staff.

Oversee the special education budget and resource allocation; research and develop grant projects.

Maintain compliance with state and federal regulations, manage state and federal grant programs, and ensure system readiness.

Coordinate and supervise all special education programs, including staff evaluations and program assessment.

Education and Experience

Current Washington State administrative credential and valid teaching certificate.

Minimum of 3 years successful experience in special education or related programs.

Experience as a teacher and administrator in public schools.

Principal experience preferred.

Job‑related experience with increasing levels of responsibility is required.

Expertise with database systems for special education, staffing, and education reporting.

Skills and Abilities

Broad knowledge of curriculum and instruction with emphasis on special education.

Strong fiscal management skills, including budget development and resource allocation.

Ability to serve as a liaison between central office and schools/work sites.

Excellent oral and written communication skills.

Strong interpersonal and leadership skills.

Strategic planning, execution, and management from inception to completion.

Requirements

Requisite education and experience to perform duties.

Recent leadership experience overseeing district‑wide programs.

Working Conditions and Physical Demands Primary office work requiring prolonged periods of sitting, some walking, standing, and frequent telephone and in‑person contact. Physical demands include lifting, carrying, pushing, pulling, climbing, balancing, stooping, kneeling, crouching, and crawling. Requires strong fine‑finger dexterity; 70% sitting, 15% walking, 15% standing.

Clearances

Washington State Patrol and FBI Fingerprint Background clearance.

Other Requirements

Availability to work more than 40 hours per week.
