Job Description Primary Purpose

Provide overall leadership and direction for the development, planning, implementation, policy and evaluation of the District’s early education and Preschool Program for Students with Disabilities (PPCD). Actively engage in actions that contribute to the overall mission and strategic plan of Clear Creek ISD.

Qualifications Education/Certification/Licensure

Master’s degree from an accredited college or university

Texas mid‑management/principal or other appropriate Texas certification

Professional Development and Appraisal System (PDAS) appraiser certification

T‑TESS appraisal certification

Special Knowledge/Skills

Knowledge of curriculum and instruction – PreK standards

Knowledge of special education laws to maintain district-wide compliance

Ability to evaluate instructional programs and teaching effectiveness

Ability to manage budget and personnel

Ability to coordinate district function

Ability to interpret policy, procedures, and data

Strong communication, public relations, and interpersonal skills

Ability to think critically and systematically problem solve

Experience

Minimum of 3–5 years supervising Early Childhood, Title Programs and Grant Programs

Elementary leadership experience required

Major Responsibilities and Duties

Provide overall leadership and direction for the development, planning, implementation, policy and evaluation of the District’s early learning program.

Lead, direct, and develop full program design for all early learning education including facility, transportation, and instructional resource.

Develop and implement a comprehensive strategic plan for early education.

Coordinate and monitor the Pre‑K and PPCD classrooms to ensure consistency and continuity throughout the district.

Plan, implement, and evaluate instructional programs (including learning strategies and assessment techniques) with teachers, staff, counselors, administrators and assessment staff.

Coordinate and monitor Pre‑K Assessment.

Oversee the implementation of professional learning opportunities for Pre‑K/PPCD teachers and paraprofessionals.

Ensure the use of technology in the teaching‑learning process.

Collaborate with C&I, Bilingual, and Special Education Departments to ensure consistency and continuity in the curriculum, assessment, and programming.

Encourage and support the development, implementation and evaluation of instructional programs that impact the education of English language learners.

Implement an instructional support system which merges content integration and a knowledge base of language acquisition for the academic teams and campuses.

Provide for two‑way communication with principals, teachers, staff, parents, and community.

Assist with recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal; assist with the implementation of the designated teacher appraisal system; and possibly serve as a second administrator.

Ensure that federal, state and local policies and regulations concerning PPCD, Pre‑K, and Special Evaluation compliance issues and mandates are addressed and completed in a timely manner.

Define and address the program and fiscal needs of the early childhood programs in the local budget development and federal application processes and grants.

Plan, lead, develop and manage all funding sources, grants, Title, and local budgets.

Perform other duties and accept other responsibilities as assigned.
