Position Summary Person in this position is responsible for overseeing the condition, repair, and maintenance coordination of program units within the Project LiftOFF Permanent Supportive Housing program operating under a master lease housing model. The Housing Specialist serves as the primary liaison between program participants, property management companies, and maintenance providers to ensure units remain safe, sanitary, and compliant with program requirements.
This position conducts routine unit inspections, coordinates repairs with property management when required, performs minor repairs when appropriate, and works closely with Case Managers to support long‑term housing stability for program participants. A key responsibility of this role is ensuring all units remain prepared for annual habitability inspections and addressing maintenance concerns in a timely and proactive manner.
Essential Job Functions
Serve as the program’s primary liaison between program participants and property management companies and/or property owners for master-leased units.
Conduct monthly unit inspections to ensure units remain safe, sanitary, and in compliance with occupancy agreements and program standards.
Perform annual unit inspections and ensure units are prepared for habitability inspections, addressing deficiencies when identified.
Coordinate maintenance needs with property management when repairs fall under the property owner’s responsibility.
Perform minor maintenance and routine repairs within program units when the responsibility falls under the program’s master lease agreement.
Respond to maintenance emergencies and ensure timely resolution of urgent repair needs.
Monitor and enforce compliance with participant occupancy agreements, including issuing lease violations when appropriate.
Collect and document monthly participant rent payments in accordance with program policies.
Maintain accurate unit inspection documentation, maintenance logs, rent records, and case notes within program tracking systems.
Maintain documentation of unit conditions, maintenance requests, and repairs to ensure compliance with program requirements.
Assist with identifying additional housing opportunities through outreach to landlords, realtors, housing developers, and property management companies.
Support participants with housing applications and advocate with prospective landlords to secure housing opportunities.
Participate in staff meetings, trainings, and case conferencing as required.

Qualifications ESSENTIAL QUALIFICATIONS

Experience and Competencies
Must possess knowledge of common methods, practices, materials used in maintenance and repair work of residential units.
Must be familiar with various tools used in building maintenance and repair work.
Must be culturally/linguistically sensitive to populations served.
Knowledge of substance abuse and treatment is desired.
Excellent communication skills.
Ability to exercise good judgment and discretion.
Ability to work well in a team environment.
Adherence to the highest standard of ethical conduct, especially to standards governing confidentiality.
Professional appearance and demeanor.
Must be sensitive to populations served.
Ability to obtain and maintain clearance from LEIE, MSIL, and EPLS.
Valid driver’s license and ability to obtain and maintain WestCare’s vehicle insurance is required.
Ability to obtain and maintain a successful background clearance.
During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
CPR Certification, First Aid Certification, and an annual Tuberculosis test.
Education and/or Experience
Two (2) years experiences in general semi-skilled maintenance and repair work, or as a building or construction trades worker.
Demonstrated ability to work with the underserved populations.
High School diploma or equivalent.
Licensure/Certification

Work is performed primarily in a professional, office setting located at a treatment facility.
