The Saint Louis County Department of Public Health is seeking a dynamic and strategic leader to serve as the Director of Strategy and Capacity Building. This position reports to the Deputy Director of Public Health Administration and is responsible for leading department-wide strategic initiatives, strengthening organizational capacity, and advancing workforce development efforts that support the Department’s mission to protect and improve community health. This role works closely with executive leadership, division directors, and community partners to drive strategic alignment, enhance operational effectiveness, and support innovation across the Department.

The typical work hours are from 8:00 am – 4:30 pm, Monday – Friday.

As the Director of Strategy and Capacity Building, you will:

Lead the development, implementation, and evaluation of the Department’s strategic plan.

Align strategic initiatives with County priorities, the Community Health Improvement Plan, and other guiding frameworks.

Oversee cross-divisional initiatives that improve organizational performance and service delivery.

Provide leadership in organizational development, change management, and continuous improvement efforts.

Develop and manage workforce development strategies, including internship and practicum programs.

Strengthen partnerships with academic institutions, community organizations, and other stakeholders.

Support executive leadership with strategic planning, briefing materials, and performance tracking.

Identify opportunities for innovation, efficiency, and capacity building across the Department.

Supervise assigned staff and manage related programs and initiatives.

Marginal Function Examples

May manage other related or indirectly related operations to meet the needs of the assigned County Department.

Perform other duties as required or assigned.

Requires Bachelor's degree and 5 years of experience, or an equivalent combination of education and experience.

Preference may be given to applicants with the following:

Master’s degree in Public Health (MPH), Public Administration (MPA), Business Administration (MBA), or a related field.

Experience in a public health, governmental, or nonprofit setting.

Experience with strategic planning frameworks, performance management, or quality improvement methodologies.

Experience supervising public health professionals.

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision. All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
