Connect Bay Area is a high-profile, 5-county regional ballot measure campaign dedicated to securing the future of public transit across the Bay Area. This measure proposes a half-cent (or one-cent in San Francisco) sales tax for a 14-year duration to stabilize, transform, and expand the regional public transportation network. Funds will be critical to supporting major transit agencies, including BART, Muni, Caltrain, AC Transit, and VTA. The campaign is currently collecting signatures to put the measure on the November 3, 2026 ballot.

Position Summary The Campaign Manager will serve as the operational leader for the Connect Bay Area ballot measure campaign. Reporting to the Campaign Steering Committee and lead consultants, the Campaign Manager will be responsible for working with the consulting team to develop and execute a winning, multi-county campaign plan, manage staff and volunteers, and ensure all campaign operations are functioning and aligned with the measure’s core goals: saving public transit in the Bay Area.

Full-time through November 2026, hybrid in-person and remote
Location:
Must live in one of the 5 counties (Alameda, Contra Costa, San Francisco, San Mateo, Santa Clara) and be able to commute to San Francisco.
Campaign Strategy & Execution
Work with consultants to develop and execute the overall campaign plan, including message development, targeting, field operations, and communications across the five-county region (Alameda, Contra Costa, San Francisco, San Mateo, and Santa Clara).
Work with legal counsel to ensure all campaign activities adhere to local election laws and campaign finance regulations.
Team & Consultant Management
Manage and motivate campaign staff and work with lead consultants to coordinate the work of all external consultants (e.g., communications, polling, media, fundraising, digital, legal, and field).
Assist consultants with managing and tracking the campaign budget, overseeing expenditures and resource allocation to maximize impact.
Coalition & Stakeholder Engagement
Work closely with the Campaign Steering Committee, elected officials, and organizational partners (labor, business, environmental groups, and transit advocacy organizations) to maintain a strong, unified, and broad-based coalition.
Draft agendas and lead weekly steering committee meetings
Represent the campaign in public forums, at community organizations, and in high-level stakeholder meetings.
Communications & Message Discipline
Serve as a spokesperson for the campaign, ensuring consistent and persuasive messaging around the measure’s benefits.
Assist consultants with the development and production of campaign materials used for endorsements, fundraising and community based presentations.
Qualifications
Minimum of 3-5 years of professional experience managing political, ballot measure, or advocacy campaigns, with preference given to regional or multi-jurisdictional campaigns in the Bay Area.
Proven track record of successfully managing large budgets, staff teams, and volunteers
Deep understanding of the Bay Area political landscape, ballot measure campaigns, and regional public transit issues is a significant plus.
Exceptional written, verbal, and public speaking communication skills.
Strategic thinker with the capacity to anticipate challenges, pivot quickly, and maintain focus in a high-pressure environment.
