POSITION SUMMARY

This position provides executive leadership, strategic direction, and supervision for the Safety and Security Department and support of Risk Management functions. The Executive Director of Safety, Security and Risk Management is responsible for the development and execution of the District's comprehensive safety and security strategy as well as supporting the District's risk management plan aligned with the District's strategic plan. Primary responsibilities for safety and security include leadership, supervision, evaluation, and training of Safety and Security Department staff, as well as oversight of districtwide security systems, processes, and partnerships. Primary responsibilities for risk management include supporting the development and implementation of programs and services that identify risk exposures, eliminate or reduce adverse conditions, and minimize District liability. The Executive Director serves as the District Safety Officer and is responsible for leading the design, implementation, and oversight of programs that address emergency preparedness, crisis response, school safety, and loss prevention. This position coordinates the districtwide school safety program, including co‑management of the School Resource Officer (SRO) program in partnership with local law enforcement agencies. The Executive Director works extensively with Cabinet members, school administrators, community partners, and agencies on all aspects of district/school/scholar safety. This position participates in the after‑hours call‑out pool and ensures that all Safety, Security and Risk Management efforts are aligned with the District's educational and operational goals, providing regular reporting to District administration.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Understand federal and local equity commitments and Strategic Plan goals.
  • Lead strategic planning and implementation for safety and security.
  • Support strategic planning and implementation of risk management.
  • Provide executive oversight of supervision, evaluation, and training of Safety and Security Department staff.
  • Lead for equity by demonstrating cultural self‑awareness and fostering an environment that promotes cultural competence and equitable treatment of staff, scholars, and families.
  • Prepare annual budget recommendations for Safety, Security, and Risk Management and provide executive staffing recommendations.
  • Direct hiring, development, and staffing models for the department.
  • Co‑manage the School Resource Officer (SRO) Program with the Federal Way Police Contract Services Supervisor.
  • Serve as liaison to all public safety agencies within district boundaries and maintain strong community partnerships.
  • Develop, review, and revise Security Department Standard Operating Procedures and training programs for efficiency, effectiveness, and alignment with District strategic goals.
  • Support oversight for the District's intrusion alarm systems, fire alarm systems, and 800 MHz radio communications system.
  • Support District All Hazard Plan development, revision, and training; represent the District in the Greater Federal Way Emergency Management Organization.
  • Serve on District Employee Safety Committee; analyze student and staff accident data to identify trends and implement preventative measures.
  • Maintain high visibility and rapport with administrators, staff, students, and community.
  • Respond to vehicular accidents involving District vehicles; communicate incident information to District leadership and insurance providers.
  • Engage in investigations of Safety and Security staff; ensure compliance and implementation of corrective actions.
  • Identify districtwide risk exposure areas and collaborate with Superintendent's Office, HR, and Business Services to develop and implement mitigation strategies.
  • Oversee district school and student security program; evaluate security incident reports and allocate resources.
  • Provide leadership for loss control and prevention efforts, including safety training, accident investigations, and compliance with regulations.

OTHER RESPONSIBILITIES

  • Participate in the after‑hours call‑out pool.
  • Serve as a member of the Administrative Leadership Team.
  • Serve on the District Threat Assessment Team.
  • Serve as District representative in labor relations activities with Human Resources.
  • Coordinate and/or conduct safety, security, and risk management training for leaders and staff.
  • Partner with building administration and HR to review incident and accident reports, conduct data analysis, and develop and implement corrective actions.
  • Provide instruction to new employees on safety, security, personal safety, OSHA/WISHA, and emergency planning.
  • Support HR and Business Services in claims administration and insurance compliance activities.
  • Support site safety inspections; recommend corrective actions and collaborate with administrators to resolve concerns.

REQUIRED MINIMUM QUALIFICATIONS

  • Bachelor's degree.
  • Five (5) years of experience in law enforcement or school/campus security, or equivalent combination of education and experience.
  • Three (3) years of supervisory experience in a large, complex organization with diverse stakeholders.

ADDITIONAL REQUIREMENTS

  • Demonstrated cultural competency and culturally responsive techniques.
  • Documented history of increasing responsibilities.
  • Experience in identifying training needs; developing training methods and materials; delivering training to adults.
  • Availability and flexibility in work hours to meet district needs.

PREFERRED QUALIFICATION

  • Experience in law enforcement.
  • Knowledge of PBIS and Restorative Practices.

CONDITION OF EMPLOYMENT

  • Valid Washington State Driver's License and clean driving record.
  • Criminal background clearance.
  • Current First Aid/CPR certification.

PHYSICAL DEMANDS

Requires sitting, standing, walking, running, carrying, lifting, driving, filing, hearing, speaking, writing, typing, and extended periods of computer use. Usually lifts up to 10 lbs; frequently up to 25 lbs; occasionally up to 50 lbs; occasionally pushes/pulls up to 200 lbs. Reasonable accommodations may be made.

WORKING CONDITIONS

Task interruptions, outdoor work in inclement weather, flexible shifts, potential exposure to dangerous people, possible solo work. Moderate noise level. Personal protective equipment provided.

Reports to and is evaluated by the Deputy Superintendent.
