Pay Range:

$140,000–$160,000 per year

Base salary range:

The base salary range for this position is $140,000 – $160,000 per year for employees hired in the Central Valley, CA. The pay range provided in this job posting represents the typical range or starting rate of candidates hired within the Central Valley region. Candidates hired in Southern California or Bay Area locations may have higher starting salaries due to cost of living and market data differences. Make a Meaningful Impact Aspiranet is seeking a visionary, strategic, and collaborative leader to serve as our Division Director – Transitional Age Youth (TAY). In this executive role, you will lead a dynamic, multi-county portfolio of programs supporting young people (ages 16–25) transitioning from foster care into independent adulthood.

Position Summary Reporting to the Chief Program Officer, the Division Director provides strategic and operational leadership for a large-scale portfolio of TAY programs across 11 counties.

This role is responsible for program excellence, fiscal stewardship, regulatory compliance, and measurable outcomes, while driving innovation, expansion, and cross-system collaboration. The Division Director also builds and leads a high-performing leadership team and serves as a key member of Aspiranet’s senior leadership group.

Scope of Leadership

Programs across 11 California counties

Oversight of approximately 100+ staff

Management of a $24M annual operating budget

Key Responsibilities Strategic Leadership

Set vision and direction for the TAY Division aligned with organizational priorities

Lead program development, expansion, and innovation (RFPs, grants, new initiatives)

Represent Aspiranet with public agencies, funders, and community partners

Program Operations and Fiscal Oversight

Ensure achievement of contractual goals, performance outcomes, and service quality

Oversee division budgets and financial sustainability

Ensure compliance with licensing, regulatory, and contractual requirements

Use data and performance metrics to drive decision-making and continuous improvement

Leadership and Talent Development

Supervise and develop Program Directors and regional leaders

Build high-performing, accountable, and mission-aligned teams

Lead hiring, performance management, and professional development initiatives

Quality and Outcomes

Drive continuous quality improvement and evidence-based practices

Monitor outcomes and implement strategies to strengthen program impact

Organizational Leadership

Serve on Aspiranet’s senior leadership team

Partner with cross-functional leaders to align operations, fiscal strategy, and service delivery

Lead or support agency-wide initiatives and strategic priorities

Qualifications

Master’s degree in a relevant field (required per funder/licensing standards)

Minimum 5+ years of senior leadership experience in human services or related field

Experience overseeing multi-site or regional programs

Proven success in:

Strategic planning and program expansion

Contract and stakeholder management

Leading large, multidisciplinary teams

Strong financial acumen with experience managing large budgets

Demonstrated ability to drive outcomes, quality improvement, and organizational change

Valid California driver’s license with reliable transportation

Meets all state required conditions of employment as set forth by Community Care Licensing i.e. Fingerprint and Child Abuse Index clearance, TB/Health Physical, valid CDL, insurance, acceptable driving record and personal vehicle for business travel

Work Environment & Schedule

Monday - Friday with Travel

Significant on-site leadership presence required

Travel across multiple program locations and counties
