Position Summary The Executive Director of Capital Projects provides executive-levelleadership and oversight for the planning, coordination, and delivery of Tulsa Public Schools’capital improvement projects. This role is responsible for managing the execution of majorconstruction, renovation, and facility improvement projects across the district.Working in close partnership with Facilities, Finance, and district leadership, this positionensures projects are delivered on time, within budget, and in alignment with district priorities.The Executive Director supports long-range capital planning efforts through project input andfeasibility analysis, while maintaining primary responsibility for project execution, contractormanagement, and capital project performance.This role requires strong financial and contractual management skills, the ability to coordinateacross multiple stakeholders, and the capacity to represent the district with professionalism andcredibility.

Minimum Qualifications Education
Bachelor’s degree from an accredited college or university in architecture, engineering,construction management, or a related field required
Master’s degree or advanced certification in a related field preferred
Experience
Minimum of seven (7) years of professional experience in construction management,architecture, engineering, or capital projects administration
Minimum of three (3) years of experience in a supervisory or leadership capacity
Experience managing construction budgets, contracts, and project timelines
Experience in a public agency, school district, or similarly complex organizationpreferred
Licenses and Certifications
Valid Oklahoma driver’s license required
Professional licensure (e.g., Architect or Professional Engineer) preferred
Knowledge, Skills, and Abilities
Strong knowledge of construction management principles, project delivery methods, andcapital project lifecycle
Knowledge of budgeting, cost estimating, contract administration, and schedulemanagement
Familiarity with public procurement processes and regulatory requirements
Working knowledge of building codes, life-safety standards, and construction compliancerequirements
Ability to manage multiple complex projects simultaneously while maintaining quality andtimelines
Strong analytical and problem-solving skills with the ability to assess risks andimplement solutions
Strong verbal and written communication skills, including the ability to present toleadership and stakeholders
Ability to build and maintain effective working relationships across departments and withexternal partners
Strong organizational and time management skills
