POSITION FUNCTION SUMMARY
Under the direction of the Assistant Superintendent of Special Programs and Services, this position performs primary management duties as defined under Ed Code in relation to the Special Education Local Plan Area (SELPA).
Director Of SPED- Duties and Responsibilities
Assumes responsibility for development, coordination and implementation of aspects of the Special Education local plan for Carlsbad Municipal School District.
Establishes effective liaison and when necessary inter-agency agreements with other local educational agencies, community services and agencies and State Department of Education to coordinate necessary programs and services.
Assists in recommending policies, procedures, programs and services essential to the educational needs of disabled children.
Assists in assigning allocation of instructional assistance time to special education programs.
Assumes responsibility for implementation of Child Find Services within CMS and coordinating with other LEA's in the region.
Keeps informed of funding models and all legal requirements governing special education.
Assists in completing, maintaining and filing all reports and documents required by the State or Federal Governments.
Assists in the maintenance of complete and cumulative legal individual records of all children receiving special education classes.
Disseminates information regarding new and existing legislation pertaining to Special Education.
Represents Carlsbad Municipal School District in special education legal proceedings.
Reports data collection at the State and Federal level.
Supervises program reviews and audits conducted by the State Department of Education.
Coordinates the development of a staff development program for special education personnel.
Assists in the development of program designs and service delivery models.
Performs other duties as assigned by the Assistant Superintendent of Special Programs and Services.
Supervisory Duties and Responsibilities
Promotes and encourages teamwork, collaboration, innovation, creativity and commitment to continuous improvement through effective leadership skills and practices, to develop a team of engaged employees committed to achieving individual, team , and organizational goals and objectives.
Manages and supervises the employees in the work unit, providing needed and appropriate support to each direct report in compliance with applicable laws and regulations, and with Carlsbad Municipal School's policies and procedures, work rules and guidelines.
Upholds and enforces all Carlsbad Municipal Schools policies protocols, work rules and SOPs to ensure compliance with applicable laws, regulations, and applicable standards.
Leads, directs, and supervises reporting personnel including work procedures, workloads, and work schedules by directing the workflow in such a manner as to promote productive efficiency of employees.
Collaborates with direct reports to identify their professional development needs; and actively invests time in coaching and developing them and providing other resources to help them to grow and develop skills and knowledge, and to improve performance and productivity.
Promptly addresses performance, conduct and/or behavior problems collaboratively with direct reports to correct problems; properly documenting corrective action, performance improvement plans, and progressive corrective action/discipline.
Ensures a safe working environment in assigned area, and ensures compliance with applicable OSHA and other laws, regulations and work rules concerning environmental safety and health of employees.
Education and Experience Required
Master's Degree from an accredited college
5 years of experience in public school administration and supervision and/or teaching
Must be able to pass employment verification.
Such alternatives to the above qualifications as the Superintendent may find appropriate and acceptable.
