Operations and Strategy (O&S) provides support services to help CDHS offices, divisions, and programs achieve their goals and make our agency as efficient, effective, and impactful as possible. It also ensures the operational efficiency and effectiveness of CDHS by crafting and executing the Department's strategic plan and providing oversight of related work stream priorities.
The Division of Business Innovation, Technology and Security (BITS) helps CDHS streamline processes to better create alignment across our organization and help CDHS build a culture of operational excellence. Our team works to ensure that the technology at CDHS aligns with the department’s strategic goals and supports operational and business needs.
The Atlassian Product and Solution owner is responsible for the end-to-end administration, governance, and optimization of Atlassian platforms (primarily Jira, Confluence, Guard, and Bitbucket), ensuring reliable service delivery, security compliance, and seamless user experience. This role also leverages architecture responsibilities including discovery, planning, execution, and post-migration stabilization, with a strong focus on data scalability, integrity, automation, and product communication.
Responsibilities
Define and execute CDHS strategy for Atlassian platform services aligned with enterprise architecture and department goals. Lead change management, training, and communication strategies to drive Atlassian adoption and value realization. Foster a culture of innovation, accountability, and continuous improvement. Use Jira Automation and tools like ScriptRunner (Groovy) to support teams and eliminate manual tasks while enforcing process consistency. Build custom dashboards and JQL-based filters to track BITS metrics such as Velocity, Cycle Time, Throughput, and Burndown. Drive innovation through audit of existing complex workflows to identify and adopt improvements that reduce friction for development teams while maintaining necessary process guardrails. Act as the solution Subject Matter Expert (SME) and coach Project Leads on how to leverage Jira features for better portfolio and sprint management. Develop and enforce global configuration standards to ensure fiscal responsibility while allowing flexibility for teams and additional services. Configure and maintain Advanced Roadmaps to support portfolio-level planning, dependency mapping, and cross-team visibility. Experience
Seven (7) years of relevant experience in an occupation related to the work assigned to this position, specifically focusing on
Workflow Engineering, Schema Management, JQL Mastery
and/or
Confluence Architecture. Education and Experience

equal to seven (7) years. Preferred Qualifications
Ability to write clear “How-To” guides for end-users and technical “SOPs” for fellow administrators. Experience leading “Train-the-Trainer” sessions or creating self-service learning paths for new employees. Agile Mastery. Ability to build complex, automated workflows that include conditions, validators, and post-functions. Ability to take a messy, manual process and map it into a team workflow. Demonstrating a disciplined approach to testing changes in a Sandbox environment before deploying to Production. Certifications for one or many of the following:
Atlassian Certified Expert ACP-120 Jira Administration for Cloud ACP-420 Managing Jira Service Projects ACP-620 Managing Jira Projects for Cloud
