Overview Position located at Auto Skills, Morale, Welfare and Recreation Department, Naval Air Station Jacksonville, FL. The role manages and administers a comprehensive, year‑round recreation program for facilities such as Camping/RV Parks and more. It plans, promotes and implements a variety of MWR or Community Recreation programs and activities to support base‑wide special events.

Responsibilities

Uses creativity to plan, promote and implement well‑rounded Community Recreation programs utilizing the facilities within the entire MWR Department, in accordance with CNIC approved program standards.

Coordinates leisure skill‑development activities and classes.

Organizes community special events such as comedy shows, holiday events, celebrity appearances, concerts, 4th of July Festival, and Winterfest.

Provides support for unit‑allocation events, including equipment, programming ideas and coordination assistance.

Performs the development, management, maintenance, planning, business‑plan execution, and administration of a diverse Community Recreation program.

Ensures programs comply with local, regional, Navy and DoD instructions, regulations and program standards, adapting guidelines where appropriate.

Exercises authority and independent judgment in the development of plans and solutions.

Solicits and negotiates partnerships on behalf of the MWR Department.

Builds working partnerships with on‑base and off‑base organizations to support MWR programs.

Develops contacts, creates proposals, executes agreements and performs follow‑ups.

Researches and provides information and referral on recreational opportunities for individuals/families on and off the base.

Plans, coordinates, publicizes, markets and executes programs and special events using available resources.

Promotes MWR facilities and events through indoctrination, large‑group functions and other gatherings.

Speaks to large groups and uses administrative resources to create and post advertising materials, and to input into quarterly calendars and weekly base paper.

Provides administrative support through after‑action reports, data collection and database administration.

Monitors programs to ensure Navy Program standards are met or exceeded.

Evaluates ongoing programs, recommends changes or enhancements to improve effectiveness.

Analyzes projects and programs, considering operating budget, staffing, plans, trends and mission.

Provides onsite project oversight and informs leadership of any issues.

Uses metrics and financial data to recommend program adjustments.

Ensures all facilities and activities meet fire, safety, security and sanitation guidelines.

Coordinates timely action to correct deficiencies.

Assists in designing construction projects including facility renovations and enhancements.

Leads check‑in and check‑out of materials, collects fees and operates POS system.

Inspects equipment for damage and recommends replacement when required.

Reconciles daily sales transactions and completes Daily Activity Report.

Performs inventory of equipment, retail items, supplies and other items of cash value.

Provides outdoor field experiences related to skill training.

Leads day‑to‑day operation of assigned programs; assists with staffing, training and scheduling.

Provides customer service awareness and information, requisitions merchandise, ensures adequate stock levels and entertainment schedules.

Supervises staff on a temporary basis (less than 20% of duties), recommending personnel actions as needed.

Performs other duties as assigned that pertain to the position.

Requirements

Must meet federal employment suitability requirements and successfully complete a background investigation.

Must pass E‑Verify employment verification.

Must undergo Personal Identity Verification (PIV) using two forms of ID from the Form I‑9.

A valid state driver’s license is required to operate motor vehicles.

Salary must be sent by Direct Deposit or Electronic Funds Transfer.

Selective Service registration is required for males born after 12/31/1959.

Must currently be an internal NAS Jacksonville Community Recreation employee.

Work hours may include split days, late evenings, weekends and holidays.

Work may require indoor and outdoor activities without a fixed schedule.

Activities may involve sitting, walking, standing, bending and lifting items up to 40 lbs unassisted.

Qualifications

Combination of customer service and activity‑based programming experience.

Ability to work independently, make sound decisions and communicate effectively in writing and orally.

Knowledge of principles, techniques and methods used in organizing, planning and conducting activities.

Knowledge of the scope of activities suitable for a Community Recreation Program.

Ability to create, negotiate, implement and sustain partnerships through MWR agreements.

Ability to maintain an accurate database.

Ability to represent the department and speak before small and large groups.

Knowledge of recreational and entertainment events.

Education Bachelor’s degree in Recreation, Marketing, Business or a closely related field, OR at least three years of related work experience, OR a combination of education and experience.
