Chief Operating Officer (Assistant Director of Transportation)

The Position Broward County Transportation Department is seeking a Chief Operating Officer (COO). The COO leads the Operations Division, including bus, rail, paratransit, on‑board systems, and fleet services. Responsibilities include executive oversight, operational management, financial performance, strategic planning, employee development, safety promotion, customer advocacy, and coordination of assigned division activities.

Ideal Candidate • Proven track record of data analysis and solution development to improve performance. • Ability to forecast future needs for current structure and for PREMO (Premium Mobility) expansion. • Servant and transformational leadership, fostering a culture of employee development and accountability. • Capacity to develop plans to advance entry‑level and mid‑level management skill sets and build a strong management team. • Experience assessing current operations for bus operations, maintenance, paratransit, on‑board systems, fleet services, and rail to determine immediate and future needs and strategies. • Top priorities: networking with peers, ensuring preparations for PREMO, determining KPI and analytic tracking, building partnerships, developing operational goals, maintaining 24/7 communication, planning rail maintenance for commuter and light rail projects.

Minimum Education and Experience Requirements Bachelor’s Degree in Public Administration, Business Administration, Transportation, or a closely related field. One year of relevant experience may be substituted for each year of required education.

Six (6) years progressively responsible experience in administration and management of public transit, transportation, business administration, public administration, logistics, or a closely related field.

Preferred: Master’s degree and at least 10 years senior level management experience in a multi‑modal transit agency including rail. Preferred experience also includes at least 10 years in a leadership position managing bargaining units and developing high‑capacity transit programs.

Special Certifications and License Must possess and maintain a valid Florida Driver’s License for the duration of the assignment.

Compensation and Benefits Annual salary range: $155,771.77 to $248,612.45 (based on knowledge and experience).

Florida Retirement System (FRS) – traditional pension plan (8 years vesting) or investment plan (1 year vesting).

Deferred Compensation – voluntary 457 plan offered through Mission Square, Brighthouse Financial, and Nationwide Retirement Solutions.

Flexible Spending Accounts – eligible health expenses and dependent care accounts.

Health Savings Accounts – County contributes to HSA when HDHP elected and engagement incentive met.

Vacation and Sick Leave – accrued biweekly; annualized at 2 weeks vacation and 12 days sick; 40 hours annual job‑basis leave for exempt employees.

Holidays – eleven (11) holidays and two (2) personal days.

Insurance Coverage – Variety of benefit plans (Health, Dental, Vision, Flexible Spending, Long‑Term Disability, Pre‑Paid Legal). County subsidizes enrollment.

Life Insurance – $50,000 group term life insurance; optional additional coverage available.

Responsibilities and Functions

Strategic direction and execution for all assigned operating sections within the Department.

Lead and oversee management of all service delivery, including rolling‑stock maintenance, ensuring commitments are met.

Monitors performance and ensures KPI tracking, analyzing data for trends and providing responses for improvement.

Facilitate solutions for all operations, employees, and customers; collaborate with key stakeholders.

Assist with strategic planning for future operational needs and deliverables; pursue continuous improvement.

Oversee compliance with annual budget formulation and execution.

Prepare, assist, and respond to audits; create action plans for deficiencies.

Represent the Department at Board meetings, public functions, and training events.

Participate in union negotiations, grievances, and arbitrations.

Ensure timely and fair employee performance management.

Assist with recruitment of vacant positions.

Promote a culture of safety throughout the organization.

Perform other assigned work as required.

Physical Demands Performs sedentary work that includes walking or standing some of the time; may exert up to 10 pounds of force on a regular basis or sustain keyboard operations.
